Access opening declaration of the City of Chemnitz

The City of Chemnitz offers electronic communication options. The legal basis for electronic communication is

  • § Section 3a of the Administrative Procedure Act
  • § Section 36a of the First Book of the Social Code
  • § Section 87a of the Fiscal Code
  • § Section 2 of the E-Government Act
  • § Section 2 of the Saxon E-Government Act

According to this law, the transmission of electronic documents is permitted if the recipient has opened access.

The City of Chemnitz has opened this access under the following technical framework conditions for electronic communication.

e-mail

You can reach all organisational units of the City of Chemnitz via the e-mail addresses listed on this website and in the service portal. If you are already in direct contact with an organisational unit, you can continue to use the e-mail addresses you know for this organisational unit.

For technical reasons, e-mails are not encrypted. Please bear this in mind when sending personal data. It can therefore not be guaranteed that the e-mails cannot be read in transit to the City of Chemnitz.

If you contact us electronically, we assume that we may also reply to you in this way, provided that the regulations (e.g. formal delivery) do not prevent this.

The City of Chemnitz does not accept so-called registered e-mails, nor does it accept encrypted e-mails. Please use the secure contact form.

Please use our contact form for the encrypted transmission of your request. Please note that the secure contact form cannot be used to submit processes that require the written form or a handwritten signature (e.g. objections).

You must enter various mandatory details in the contact form. This also includes selecting the relevant topic. This makes it easier to allocate your request.

Transactions that require the written form or a handwritten signature

Processes that require the written form or a handwritten signature (objection) can be replaced by the electronic form in a legally binding manner. An electronic document with a qualified electronic signature is sufficient for electronic form.
If represented by a lawyer, the objection can also be lodged via the special public authority mailbox (beBPo) and must be addressed to the beBPo "City of Chemnitz".
In the area of the Administrative Court Code (VwGO), it is also possible to submit the objection in a legally binding manner via the online application "Submit objection" on the website of Amt 24. Identification via eID is required for this.


Supported file formats

Unfortunately, the City of Chemnitz cannot support all common file formats and applications on the market and only accepts files in the following formats:

  • Portable Document Format (*.pdf)
  • Joint Photographic Experts Group (*.jpeg; *.jpg)
  • Tagged Image File Format (.tiff)
  • Graphics Interchange Format (*.gif)

Maximum data volume

The total size of an e-mail including attachments is limited to 15 megabytes (MB).

Files in the permitted formats can be reduced (packed) in file size using compression programmes. The City of Chemnitz only accepts compressed files as unencrypted and non-self-extracting ZIP archives (*.zip).


Online services, electronic signature and encryption

The City of Chemnitz offers dialogue applications and forms in the service portal. Please use these preferably. The transmission is always encrypted for the security of the data you enter.
