Installation and operation of public charging infrastructure

The City of Chemnitz has set itself the goal of expanding the public charging infrastructure in line with demand on the basis of the expected registration figures for electric vehicles and an economic ratio of charging infrastructure and charging points to electric vehicles.

It is strategically involved in the development of public charging infrastructure, but will not install or operate it itself. The construction and operation of public charging infrastructure for electric vehicles in the area of the City of Chemnitz should therefore be reserved for companies operating on the market.

The City of Chemnitz will not endeavour to initiate its own and/or comprehensive supply planning. This means that no locations for public charging infrastructure will be specified, but the search for locations will be left to the respective infrastructure operators. Only the distribution across the urban area is to be regulated. A minimum distance of 200 metres to the nearest existing publicly accessible charging point is initially assumed.

Notification of interest by the potential charging station operator to the functional address of the City of Chemnitz, including submission of all declarations and evidence.

Expression of interest: Interested parties must first declare their interest to the City of Chemnitz for the installation and operation of public charging infrastructure by submitting the expression of interest and the declarations and evidence required therein. If the interested party fulfils the suitability criteria defined in the guideline, it is entitled to conclude a permit agreement with the City of Chemnitz as a prerequisite for the construction and operation of the locations or charging infrastructure.

The city provides public (traffic) areas for the purpose of setting up or expanding a publicly accessible charging infrastructure. The charging station operator installs and operates publicly accessible charging infrastructure for electric vehicles on these areas for its own account and at its own commercial risk. To this end, the City of Chemnitz concludes a public-law licence agreement with the interested party prior to the detailed planning of the charging infrastructure.

The following fees are incurred when setting up the public charging infrastructure:

  • Administrative fees for issuing the special use permit required for construction and operation
  • Ongoing special utilisation fees per parking space
  • Fees for issuing the route authorisation for the electricity connection of the charging station
  • Fees for the traffic law order for the final traffic signs and marking of the location
  • Costs for marking by an external company of the Chemnitz city administration according to the Road Traffic Act (StVG) § 5b 2e
