Declaration on accessibility
The City of Chemnitz endeavours to make its websites accessible in accordance with the Saxon Inclusion Act (SächsInklusG) and the Barrier-free Websites Act (BfWebG) in conjunction with the Barrier-free Information Technology Ordinance (BITV 2.0). These laws are drafted in accordance with Directive (EU) 2016/2102.
This declaration on accessibility applies to the website of the City of Chemnitz published at www.chemnitz.de.
Accessibility status
Accessibility is based on the internationally valid Web Content Accessibility Guidelines (WCAG 2.1) at conformity level AA and the European standard EN 301 549, version 3.1.1. For PDF documents, the international standard PDF/UA-1 is also observed.
This website is only partially accessible in accordance with the above-mentioned guidelines.
Non-accessible content
- Individual PDF documents (reports, official gazette and others)
- Time-based media (in some cases no text alternatives and subtitles for videos)
The editorial section of the Official Gazette is available for download as an accessible Word document. Reports and brochures will be converted into accessible formats during the next revision.
Lack of accessibility due to disproportionate burden
For the following content, there is currently a disproportionate burden in accordance with Section 2 (3) BfWebG in conjunction with Directive (EU) 2016/2102, Article 5 and Recital 39:
- Subtitling of the recordings of city council meetings
The post-processing of the City Council meeting to ensure comprehensible and correct subtitling takes several hours and incurs considerable costs. The meeting is only available online until the next meeting, which is usually a period of around four weeks.
Non-accessible content outside the legal provisions
The following content is currently not accessible, although it is exempt from the obligation in accordance with Section 1 (2) sentence 1 BfWebG in conjunction with Article 1 (4) of EU Directive 2016/2102:
- File downloads that were published before 23/09/2018 and are not needed for current legal processes
- Videos that were published before 23 September 2020
- Live streaming as audio or video
- Maps whose essential information is offered in an accessible alternative (e.g. roadworks information) The exact localisation of the traffic restriction is indicated there.
- Third-party content where content is added dynamically.
