Petition procedure

The submitter (petitioner) receives an acknowledgement of receipt within two weeks of receipt of the petition (in the case of online petitions, immediately after receipt). The first step is to check which body is responsible for the decision. Petitions that fall under the jurisdiction of a local council, the state or the federal government are forwarded accordingly. The submitter receives information about this forwarding. Petitions that fall within the remit of the City of Chemnitz administration are processed by the relevant specialist department.
If the City Council or one of its committees is responsible for the petition due to matters of fundamental importance to the city, the City Council office receives the petition. The administration first draws up a template in which the facts of the case are presented to the members of the committees.
The petition is then discussed and decided on by the relevant committee in the public part of a meeting. If the specialised committee does not have final responsibility, the petition is discussed there in advance. The specialised committee then draws up a recommendation and forwards it to the City Council, which makes the final decision on the petition. As a rule, the City Council also deals with the petition in public.
The person or persons submitting a petition receive an invitation to the meetings at which the petition is discussed. The petitioner may attend these meetings and has the right to speak. Only the submitter's name and place of residence are publicised when the petition is dealt with by the City Council. This data is entered in the citizen information system. The exact address of the petitioner is not given. The City of Chemnitz only requires this information for correspondence.
Following a decision by the City Council or the specialised committee, the submitter of the petition receives a notification informing them of the result of the vote.
The procedure for a petition and the responsibilities of the individual committees are regulated in the rules of procedure for the City Council of Chemnitz and in the main statutes of the City of Chemnitz.

Online petition
Petitions can no longer only be submitted in writing, but also online via the City of Chemnitz's participation portal. It is also possible to have the petitions submitted publicly co-signed there.
