Interested citizens, representatives of community-oriented associations, companies active in the neighbourhood and housing cooperatives are cordially invited to participate in the existing citizens' platforms.

Associations, initiatives and individual citizens of an urban area come together in a citizens' platform. They identify common concerns and problems in their neighbourhoods and develop their own constructive proposals for solutions, the implementation of which they negotiate as citizens with representatives from politics and administration on an equal footing. Criteria for a citizens' platform
- A citizens' platform within the meaning of the resolution is a voluntary association of citizens, associations, organisations and other stakeholders (e.g. companies, housing companies, parishes) in an urban area according to the urban area classification of the SEKo.
- The work of the citizens' platforms is primarily focussed on the interests of the respective urban area. It sees itself as a point of contact and mouthpiece for the citizens and stakeholders living and working in the area vis-à-vis the administration and city council. The aim of the citizens' platform is to improve living conditions in the neighbourhoods.
- There is one citizens' platform per urban area as defined.
- When new citizens' platforms are founded, citizens' participation actors from more than 50% of the neighbourhoods belonging to the area must be represented at the beginning. The aim must be to involve citizens and stakeholders from all neighbourhoods in the area and to use existing structures.
- The citizens' platform is open to all citizens and stakeholders from the urban area who are committed to the free democratic basic order.
- In the interests of transparency, the citizens' platforms develop rules of procedure and guidelines for the allocation of funds as a binding basis for their work. Financial support from the city is only possible after public foundation, submission of the above-mentioned documents and confirmation by the administration.
- The citizens' platform uses suitable instruments (e.g. citizens' forums, surveys) to regularly ensure that it represents the opinions and interests of those living and working in the area. It reports annually to the citizens and the administration on what has been achieved.
- Binding standards of cooperation are jointly developed between the citizens' platforms and the city administration, which in particular regulate the tasks of all participants and forms of involvement.
- The citizens' platforms are obliged to work together with other community actors in the neighbourhoods in a cooperative and supportive manner.
- The coordinators of the citizens' platforms are obliged to take part in an annual training programme offered by the city administration.
- At least 10% of the citizens' budget is used for measures by previously unsubsidised actors in order to expand the scope of the citizens' platforms. New measures are projects by actors that were not yet subsidised in the previous year.
- At least 10% of the citizens' budget is used for child and youth participation measures.
- The funds made available for material and personnel costs are mutually coverable.
- At least once a year, each citizens' platform reports publicly on all subsidised projects from the citizens' budget. These are summarised in an information document.
- The coordinators and steering group members must be publicly announced and named on the city's website and - if available - on the website of the citizens' platform.
- Citizen-friendly times must be set for public steering group meetings in order to maximise participation. For reasons of transparency, the dates must be publicised in advance.
