Projects of the City of Chemnitz
The Health in Neighbourhoods funding programme supports health-promoting (micro) projects in selected districts of Chemnitz. The aim is to promote projects in neighbourhoods with particular development needs that sustainably improve the quality of life and health of local people. The focus is on target groups such as children and young people, people with a migration background, single parents, older people and the unemployed.
The programme is aimed at stakeholders from the districts of Zentrum, Kappel and Helbersdorf who would like to implement projects in the area of health promotion.

General information
8000 per district per year is available. The programme runs for a total of 3 years (01/2025 to 12/2027).
- Only projects applied for in writing and approved by a grant notification are eligible for funding.
- Applicants must contribute their own share of at least 10 per cent (also in the form of services in kind) to the implementation.
- The funding may only be used from the start of the project in accordance with the grant notification.
- Disbursed funds must be used for the intended purpose within 2 months.
- Receipts must be clearly allocated to the project and kept for at least 5 years.
- Proof of use must be submitted no later than three months after the end of the project - including three photos authorised for publication.
Eligibility criteria - What can be supported
The funding programme is supported by the statutory health insurance funds and is based on the funding criteria for health promotion and prevention measures according to §20 SGB V, which are specified in the prevention guidelines.
Among other things, the programme supports
- Multiplier training courses
- Health promotion courses
- Networking activities
- Provision of health information
- Quality assurance measures
Projects dedicated to one or more of the following fields of action are particularly eligible for support:
- Exercise - e.g. exercise programmes in everyday life or sporting activities for different age groups
- Nutrition - e.g. healthy cooking, healthy bread box
- Mental health - e.g. stress management, mindfulness, strengthening mental well-being
- Addiction prevention - e.g. education, alternatives to addictive behaviour
- Training in social-emotional skills - e.g. communication, conflict resolution
The following measures are excluded from funding:
- Activities that are part of the mandatory tasks of other organisations or responsible parties
- purely public-oriented activities such as neighbourhood, school and day-care centre festivals and information stands
- exclusively media-based information and education campaigns
- Expenditure on structural measures, equipment, furniture or technical aids
- Measures that serve to advertise certain facilities, organisations or products
- Permanent funding of staff positions (regular funding)
The project application is available for download. From the initial idea to quality-assured realisation, advice and support are offered by the Office for Health and Prevention. The process is divided into the following steps:
- Development of a project idea
- Completion and submission of the project application
- Examination of the project idea by the funding organisation
- Approval of the funding by the funding body
- Settlement of the funding after successful project realisation
General information
- The Health in the Neighbourhood funding programme provides temporary start-up funding for structure-building, health-promoting (micro) projects in selected districts of Chemnitz with a particular need for action, which are intended to reach particularly socially disadvantaged people in their living environments.
- Target groups to be given special consideration are: expectant/young families and single parents, elderly/old people and unemployed people.
- Applicants themselves contribute an appropriate share (at least 10 per cent) of the funds (including non-cash benefits) for the implementation of the project applied for.
- Funding is only granted upon written application and approved by means of a grant notification.
- Funding declared as binding for the project is earmarked for a specific purpose and may only be used at the earliest at the start of the project period (according to the grant notification).
- The funds promised in the grant notification can only be disbursed by the Office for Health and Prevention after the expiry of the appeal period (4 weeks), unless the grant recipient submits a written waiver of appeal.
- Grants paid out must be used for expenditure due within 2 months. It is possible to request instalments.
- The expenditure incurred in the project must be documented as numerical evidence.
- The corresponding receipts must be clearly attributable to the project. The receipts must be kept for at least 5 years and presented when required.
- No later than 3 months after the end of the project, the proof of utilisation (factual report and numerical proof) must be submitted with at least 3 photos approved for publication.
