Call
for the application to obtain a special use permit for the installation of used textile containers in public traffic areas
On 25 September 2019, the City Council adopted the "Concept of the City of Chemnitz for the allocation of container locations for the collection of used textiles on public streets (location concept for used textiles)".
The aim of the concept is to define clear and binding guidelines for the allocation of container sites for the collection of used textiles on public streets in the city of Chemnitz. This regulates the granting of special usage licences for the installation of used textile containers in public spaces by means of an invitation to tender and a lottery procedure.
The City of Chemnitz invites all interested companies to take part in the competition and submit an application by 19 December 2025 at the latest to the responsible permitting authority (City of Chemnitz, Traffic and Civil Engineering Department, Traffic Authority, Friedensplatz 1, 09111 Chemnitz). The relevant application documents: application, information and information sheets on data protection and the expected requirements and conditions can be found at: www.chemnitz.de/Ausschreibungen. Lots 1, 4 and 5 are available for tender with 22 stands and lots 3 and 6 with 23 stands.
The completed and signed application must be accompanied by the following documents:
- Data sheets of the used textile containers to be set up
- Colour photographs of the containers to be set up
- Proof of existing liability insurance (for sums insured, see information sheet on conditions)
- Confirmation from the Saxony State Directorate for the notification of a commercial collection in accordance with §§ 17, 18 KrWG
By signing the application, the applicant confirms that he/she is aware of and agrees to the data protection declaration on exemption from liability claims and the expected requirements and conditions in the subsequent authorisation procedure.
After the deadline for applications has expired, the applications submitted will be checked for completeness. The public drawing of lots will take place on 13 January 2026 in the Technical Town Hall, Room A246 at 10:00 a.m., and interested applicants are expressly requested to attend.
When submitting an application, applicants must specify which lottery ticket(s) they are applying for. Anyone who has been awarded a lot will receive the corresponding special use permit for the installation of used textile containers on the sites of the respective lot for the period of validity 01.02.2026 - 31.12.2027. The special use permit will be issued subject to the known terms and conditions. Administrative fees in accordance with the Saxon Administrative Costs Act (SächsVwKG) in conjunction with the 10th Saxon List of Costs as well as special utilisation fees in accordance with the applicable special utilisation statutes of the City of Chemnitz will be charged for the granting of the special utilisation permit.
