At its meeting today, the City Council approved an amendment to the 2026 business plan of the City of Chemnitz's waste disposal and municipal cleaning company (ASR).
The decision in principle (B116/2025) to build and operate a bio-digestion plant in Chemnitz makes it necessary to amend the ASR's business plan. It will now be expanded to include the biogas fermentation item.
The new division realises the energy recovery of biowaste and thus eliminates the need for external service costs for biowaste recovery in future. Starting in 2026, investments will be required for the construction of the biowaste fermentation plant with ecological subsequent utilisation of the AWVC's RABA, which have now been included in the economic planning.
Pro rata planning costs of 750,000 euros are planned for 2026. Borrowing in the amount of EUR 20 million is planned for 2027/2028.
In connection with the inclusion of the biowaste fermentation item, it was also necessary to update the liquidity plan, the investment plan and the profit plan for the ASR's waste management division.
