The URBACT programme is not geared towards investment. Instead, the focus is on the Europe-wide exchange of expertise and experience. The cooperation between the cities takes place within the framework of thematic networks of different types, in each of which up to twelve partners work together. Topics include innovation, CO2 reduction, environmental protection, social integration and employment promotion.

The city of Chemnitz was a member of the URBACT "2nd Chance" action planning network from May 2016 to May 2018. The network, subtitled "Awakening sleeping giants", developed alternative uses and concepts for the Chemnitz factory site of Spinnereimaschinenbau Chemnitz.

From April 2018 to September 2021, the city of Chemnitz was the lead partner in the URBACT transfer network ALT/BAU (Alternative Building Activation Units). The aim of these transfer networks is to transfer good practice examples of sustainable urban development. In this case, the good practice example was the Chemnitz project Agentur StadtWohnen. The city of Chemnitz, which was successful with the agency in the field of urban development, took on the role of mentor and at the same time the management of the network. The other network partners learnt from the "lead partner". During the project, they analysed the good practice example from Chemnitz, adapted it to their local conditions and finally transferred it to their city.

Background: URBACT

URBACT is a European programme for sustainable, integrated urban development. Since 2002, it has been promoting the Europe-wide exchange of experience between cities and at the same time supporting them with their local economic, social and environmental challenges. It is financed by the European Regional Development Fund (ERDF) and the 28 EU member states, Norway and Switzerland.
