Institutioneller Kinder- und Jugendschutz
Children and young people have a right to protection, support and non-violent development. Institutional child and youth protection means that institutions take responsibility for creating safe framework conditions and effectively preventing risks.</p
<p>Organisational protection concepts are a key instrument for this. They promote a culture of vigilance, strengthen the rights of children and young people and support professionals in acting safely and professionally. Protection concepts include clear responsibilities, risk analyses, behavioural guidelines, participation and complaints procedures as well as binding procedures in the event of a crisis. They are not a one-off product, but a continuous development process that is regularly reviewed and further developed.</p
<p>This recommendation for action (download on the right) provides a practical framework for this. It brings together professional standards, legal principles and specific implementation aids. At the same time, it deliberately remains open to the specific conditions of individual facilities and thus supports customised solutions on site.</p
<p>The development and application of protection concepts are not only professionally required, but also legally enshrined. A protection concept is required by law for facilities with an operating licence (e.g. Section 45 SGB VIII). In addition, the public youth welfare organisation is obliged to develop quality in accordance with Section 79a SGB VIII and must ensure that suitable measures are implemented to protect against violence. These requirements have been further specified and expanded with the Child and Youth Strengthening Act (2021) and the Act to Strengthen Structures against Sexual Violence against Children and Adolescents (since 2025). Against this backdrop, the city, as a public body, suggests with this recommendation for action that all facilities and services set out to develop, bindingly apply and continuously develop facility-specific protection concepts.
