The ESF-Chemnitz South 2.0 development area covers 580 hectares and overlaps the large Heckert housing estate, the prefabricated housing estate in the south of the city. After a high population decline and extensive urban redevelopment in the 1990s, the number of residents has stagnated in recent years at around 33,400.


Initial social situation

In recent years, a steady influx of people in difficult circumstances has aggravated the socio-economic conditions of the area. This is reflected above all in the above-average rates of up to 19% of people receiving benefits under SGB II and up to 10% of unemployed people compared to the city as a whole. Existing assistance programmes to support people in difficult circumstances are nowhere near enough to meet the increasingly complex needs.

 

Priorities for action

The Free State of Saxony's programme for the European Social Fund Plus in the 2021-2027 funding period defines equal opportunities and participation in disadvantaged urban areas as well as social integration as priorities for action.

The ESF Plus projects are primarily aimed at socially and otherwise disadvantaged people and are aimed at improving equal opportunities and active participation as well as increasing employability in the following project areas

  • Informal child and youth education for children and young people up to the age of 18
  • social integration for young adults aged 18 and over, adults and families.

Project funding includes targeted and environment-related support and leisure activities for children and young people as well as advice and support services for adults with limited opportunities on the labour market. The prioritised projects close gaps in the social networks in the area. An important indicator for programmes for adults is a specific number of unemployed participants in the project.

Objectives and projects

All ESF-Plus projects are part of the concept of measures adopted for the GIHK ERDF / ESF. They contribute to the social stabilisation of neighbourhoods, improve the participation and development opportunities of residents and strengthen cohesion in the community. Another focus is on promoting employability and employment opportunities as well as the active participation of residents in neighbourhood development.

ESF Plus funding 2021-2027 supports additional low-threshold neighbourhood projects and campaigns at implementation sites in the area. Participation is always voluntary. Some projects are aimed at a specific group of people (closed projects) or offer special assistance for a closed group of people (open projects with closed components).

Specifically, 6 individual projects are being planned and implemented in the ESF - Chemnitz South 2.0 area, largely supported by stakeholders from the area. ESF-Plus funding of 1.69 million euros is available for this purpose. At the same time, further urban development measures are being realised in the area.

ERDF and ESF+ 2021 to 2027

At its meeting on 14 September 2022, the City Council passed resolution B-173/2022 on the City of Chemnitz's area-based integrated action plan (GIHK) for the funding of ERDF and ESF PLUS areas until 2027.

In the city of Chemnitz, sustainable, integrated and social urban development in five areas will be funded from programmes of the European Cohesion Fund ERDF or ESF+ in the funding period up to 2027:

  • ESF area Chemnitz South 2.0.
