Funding areas and funding opportunities for private owners

Based on the conceptual foundations and the deficiencies and shortcomings identified in the area, the City of Chemnitz applied for inclusion in two funding programmes. Both applications were successful, meaning that projects and measures to remedy the deficiencies and shortcomings can be implemented with funding from the EU, the federal government, the Free State of Saxony and the City of Chemnitz. This is an ongoing implementation process that will run until at least 2032.

The area is eligible for urban development funding and ERDF sustainable integrated urban development. It is co-financed by the European Union and co-financed by tax revenue on the basis of the budget approved by the Saxon state parliament.

Zwickauer Straße is one of three areas in Chemnitz that are being supported with funds from the European Union as part of the "Sustainable Integrated Urban Development ERDF 2021-2027" programme. The aim is to enhance the urban development of the neighbourhood, improve the quality of life for residents and strengthen Zwickauer Straße as an attractive location for living, working and supplying. The basis for applying for projects in the area is the area-related integrated action plan (GIHK) adopted by the city council in 2022.

Funding totalling €2,580,200 was approved in a framework decision in September 2023, which will be used to implement projects in Rittergutspark and the streetscape of Zwickauer Straße, among others.

Funding opportunities for small businesses and micro-enterprises

In the Zwickauer Straße ERDF funding area, a special support programme is available for small and micro-enterprises in the form of so-called KU funding. On the basis of the Chemnitz KU guideline, companies in the area can receive a financial grant for investment measures - for example for the modernisation of business premises, new technical equipment or measures to secure the location.

Overview map of the Zwickauer Straße development area

As a joint federal and state programme, urban development funding is one of the most important instruments for promoting socially, economically, demographically and ecologically sustainable urban development. However, it also requires considerable funding from the municipal budget and many investments by other private and public bodies. For certain areas, the city creates new building rights through development plans for contemporary developments or for sensible land reorganisation. A concrete concept of measures describes the requirements for the next 15 years in the framework plan and funding concept.

In November 2022, the Zwickauer Straße area was included in the federal-state programme "Growth and Sustainable Renewal". Measures to remedy deficiencies can be implemented with federal and state funding until 2032. During this period, the city of Chemnitz will receive funding of €8.8 million for the upgrading part of the programme. Together with the city's necessary own contribution, this results in a funding amount of at least € 13 million in the area. In addition, the city of Chemnitz was included in the programme section for securing buildings.


Funding opportunities for private owners

Not only municipal measures can be implemented in the subsidised area with grants. Private third parties can also benefit. Urban development problems can be remedied with funds from the federal, state and local authorities. However, there is no entitlement to subsidies.

Security

The funding amount is a flat-rate maximum of €200 per square metre of net room area (available funding and budget funds, etc.). A modernisation commitment must be entered into when funding a security measure. The owner undertakes to modernise the property within five years. The securing and modernisation may not take place at the same time.

Demolition of buildings used primarily for commercial purposes

The demolition and clearance of rear and ancillary buildings are eligible for funding. This also includes costs for the removal of underground structures, including ancillary costs, as well as measures required for traffic safety and interim utilisation of the property. The amount of funding can be up to 100% of the eligible costs (available funding and budget funds, etc.).

Complete modernisation

All eligible expenses for work on the outer shell, technical installations, outdoor facilities and ancillary construction costs can be taken into account. The possible amount of the grant can be determined by calculating the cost reimbursement amount (available subsidies and budget funds, etc.).

Roof, façade and windows

Under certain conditions, in individual cases, a flat-rate subsidy of 25% of the costs for the refurbishment of the building envelope (roof, façade, windows, balconies) as well as outdoor facilities and, if applicable, proportionate planning costs can be granted (however, depending on the city's specifications, available budget funds, etc.).
