The City of Chemnitz offers electronic communication options. The legal basis for electronic communication is Section 3a of the Administrative Procedure Act (VwVfG) in conjunction with Section 2 (1) of the E-Government Act (EGovG). According to this, the transmission of electronic documents is permitted if the recipient has opened access; the obligation to open access results from the E-Government Act.
