Determination of severely disabled status
If you suffer from non-temporary (longer than 6 months) health problems that are not typical for your age and therefore impair your participation in society, you can have these restrictions recognised as a disability. The type (physical, mental, psychological) and cause (e.g. congenital illness, consequence of an accident, illness and similar) of the permanent condition are irrelevant.
Upon application, it is determined whether a disability exists within the meaning of the Severely Disabled Persons Act and the degree of this disability (GdB). The degree of disability is a measure of the impact of a person's existing physical, mental or psychological impairments on their participation in society. It is irrelevant whether the disability is congenital or caused by an accident or illness.
If the disability is determined by the authorities, certain benefits and assistance can be claimed, such as free travel on buses and trains, parking facilities or tax concessions (so-called compensation for disadvantages).
People with a GdB of at least 50 are considered severely disabled and are entitled to a severely disabled person's pass. Application forms for an assessment procedure in accordance with the Severely Disabled Persons Act are available at the Moritzhof Citizens' and Administration Centre, at the Citizens' Service Offices and on this page.
Please enclose documents on your state of health (e.g. medical reports, medical reports - including final medical reports, nursing reports, ECG, laboratory and X-ray findings - not X-rays) that are no more than two years old.
If no documents are available, a declaration of consent will be requested with the application and these documents will be requested from the necessary bodies and persons. In the case of foreign applicants, a certificate from the relevant immigration authority or a notarised copy of the passport is also required as proof of legal residence. If the application is submitted by a representative, a power of attorney or proof of guardianship is also required.
