Urban development - who makes the city?
Urban development is an ongoing process and a joint task for everyone. Everyone is a city maker. Everyone who lives, learns, lives and works here. Everyone who decides, participates and implements. The task of urban development is to recognise, plan and implement development potential in the urban space for a vibrant and diverse urban life. The prerequisite for successful urban development is joint action, balanced behaviour and a coordinated approach among all those who make the city.
The integrated urban development concept
- is not just one concept among many, on the contrary: it is the municipal concept with which all relevant expert opinions and plans are brought into relation with each other in the first place.
- sets out overarching objectives and helps to plan and make decisions with foresight.
- defines strategies and key projects for sustainable urban development on the basis of an integrated analysis.
- considers not only the city centre, but also the development prospects of the districts/localities and the regional context.
- has a binding effect on urban policy, but not on private individuals and other stakeholders affected by urban development.
- cannot replace legal planning, but can be an important basis for it and be developed in close consultation.
