Area passes

In November 2009, the city council adopted the Urban Development Concept (SEKo) - Chemnitz 2020 for the development of the city of Chemnitz up to 2020. This resolution was preceded by an extensive participation process involving citizens, advisory councils and local councils. A key focus of the public discussion was the demand to present specific development goals and key measures for the individual city districts in addition to the city-wide view.

With the adoption of the SEKo, the city council also issued detailed further mandates for district-specific and cross-district concept development. The task was to create drafts for development programmes for eight areas that correspond to the city structure for the residents' meetings (see map overview). These are to be used for the subsequent development of neighbourhood concepts.

The task consisted in particular of presenting the statements of the city-wide SEKo for the individual urban areas and thus improving the readability and transparency of the concept for the citizens as well as pointing out current priorities of the city's medium-term financial planning. The content was prepared in a standardised form as area passports for the eight residents' assembly areas. Detailed statements were made for key areas within the framework of "in-depth analyses".
