Cultural strategy for the years 2018 to 2030

The Chemnitz Cultural Strategy 2018 - 2030 promotes cultural integration on three levels:

  • On an individual level, it enables the cultural interests of citizens to be recognised and protected.
  • At an urban level, the cultural strategy provides impetus for the development of guidelines for city-wide planning and social issues relating to urban development.
  • At a European level, the cultural strategy promotes the anchoring of the city of Chemnitz in the supra-regional and international cultural landscape.

The Chemnitz Cultural Strategy 2018 - 2030 builds on the Cultural Development Plan (CDP) from 2004 and was developed over a period of 24 months in a broadly participatory process.

In addition to the PDF brochure "The Cultural Strategy", the cultural strategy has been published in a clear visualisation, which has now been revised with initial content on the Capital of Culture.

The creative team Stephanie Brittnacher (design), Pascal Anselmi (text) and Christian Friesel (translation) developed the idea of a folding poster similar to a "hidden object picture", which graphically depicts the most important focal points for future cultural development. The strategy "unfolds" step by step and shows the cultural life, character and people of our city with humour and charm.

The new edition of the brochure for the graphic presentation of the cultural strategy integrates the content and opportunities of the Capital of Culture into the existing content. The interweaving of content gives rise to perspectives for the cultural future, "unfolding" participation paths step by step and revealing the cultural life, character and people of our city with humour and charm.

The new Wimmelbild 2.0 on the Cultural Strategy 2030 is now available at the TIETZ information desk. From next week, the folding poster will also be available to take away, fold and discover free of charge at the town halls, the citizens' service centres, the city's cultural institutions, the city library and all branch libraries (while stocks last).

Workshop Cultural Strategy - Cultural Education on 2 May 2022

On 2 May 2022, after a longer break due to the coronavirus pandemic, a forum was held in the TIETZ event hall for stakeholders and representatives of institutions from the cultural education network in Chemnitz to share information, update and evaluate.

The topic and aim of the "WORKSHOP CULTURAL STRATEGY - CULTURAL EDUCATION" was to explore the current status of cultural education within the cultural strategy and the implementation of projects in this important area, which is of central importance as one of six (funding) priorities for the future urban development of Chemnitz. It also addressed the question of whether the stakeholders and representatives of organisations involved in the Cultural Education Network in Chemnitz are in favour of drawing up an overall municipal concept for cultural education or whether they see no need for it.

Around 40 participants from various sectors of cultural education, such as museums and educational institutions, non-profit organisations and youth and socio-cultural organisations, engaged in intensive discussions in working groups at the workshop in order to explore the current strengths and weaknesses in the field - but above all to jointly develop ideas and proposals that could contribute to the sustainable support of the goals and concerns of cultural education and thus advance more far-reaching tasks in this field.

After opening remarks by Egmont Elschner, Chairman of the Cultural Advisory Board of the City of Chemnitz, Katrin Franz, Head of Cultural Management / Cultural Strategy, explained the position of cultural education within the cultural strategy and the activities of the Cultural Education Contact Point.

The city of Oberhausen in North Rhine-Westphalia provided the plenary session with an exemplary insight into the process, possibilities and hurdles involved in implementing the overall concept of cultural education in a municipality with comparable conditions and challenges.

Ultimately, the outcome was overwhelming support for the development of an overall municipal concept for cultural education - after the final personal reflection of the participants and the compilation of the corresponding notes on distributed evaluation sheets.

In this workshop, it became clear that the motivation and willingness of the network of cultural and educational stakeholders in Chemnitz to get involved in the field of cultural education and to continue to strengthen its goals and content in the long term is high and is supported by great potential.

Presentation of the results of the "WERTSTOFF KULTUR" study to the Cultural Advisory Board of the City of Chemnitz on 28 October 2021

With its Cultural Strategy 2030, the City of Chemnitz has set out a comprehensive vision as well as measures and priorities for actively shaping culture in Chemnitz. When this planning and conceptualisation work was carried out, nobody knew that a pandemic would one day affect and change our society and our cultural scene in such a fundamental way. After the pandemic had already lasted a year, a study, WERTSTOFF KULTUR, was produced by two cultural scene experts and young researchers from Chemnitz University of Technology.

The study focusses on how different players in the Chemnitz cultural scene, i.e. from the private sector, independent scene and public sector, experienced the first year of the pandemic with lockdowns and so on. What did artists, venues, security etc. do? What funding did they receive? What campaigns did they launch and how is their environment developing? The study can also be used as a basis for outlining issues for the 2030 cultural strategy: How is the scene changing? How is the loss of expertise shaping up? How is the organisational and content-related diversity of our culture in Chemnitz developing?

The focused evaluation of the study is an opportunity for dialogue to discuss the conclusions for the Cultural Strategy 2030.

3rd cultural strategy workshop on 17 October 2019


A total of 56 interested culture makers, representatives of cultural institutions and city council members accepted the invitation of the Kulturbetrieb to the third "Cultural Strategy Workshop" on 17 October. Information was provided on site about the current status of the planned implementation of the cultural strategy, Chemnitz's bid to become European Capital of Culture and the opportunities for active participation in individual projects.

Background to the cultural strategy:

The 2018 - 2030 cultural strategy is a dynamic, fundamentally open-ended process of generating knowledge, both in terms of the results and the working structures and subject areas. The project structure arose from the collaboration of cultural stakeholders from various areas in Chemnitz with representatives of cultural policy, science and administration and in close cooperation with the Capital of Culture 2025 team.

Responsibility for the process lies with the City of Chemnitz's cultural organisation within the Department of Education, Youth, Social Affairs, Culture, Sport and Health. A steering team managed the process and the project. An editorial team under the leadership of the city administration and with external support summarised the results from the working groups. Figures 1 and 2 graphically summarise the development process and the project structure.
