26 October 2023: Realisation of the platform lift at the cemetery hall of the municipal cemetery

The steering group is informed about the implementation of the 2023 inclusion budget, in particular the planned construction of a barrier-free platform lift at the cemetery's ceremonial hall. Furthermore, follow-up measures for the installation of a sign language translation monitor in the opera house and the purchase of bar tables for wheelchair users are confirmed. Finally, information is provided, e.g. on the autodescription of a NINERS play on 21 January 2024 and the accessibility working group's involvement with a guidance system for the blind in the theatres.

23 March 2023: Implementation of the 2023 inclusion budget

The steering group has decided to use the 2022 inclusion budget of €150,000 for the following measures

  1. Community centre on the Wall - installation of tactile surfaces and signage as well as attention fields (€34,500)
  2. Barrier-free access to a cemetery and funeral parlour (€75,000)
  3. International sign language theatre play and workshop (€5,500)
  4. Breakdance/inclusion project (€10,000)
  5. Art collection project, installation of a permanent tactile image (€10,000)
  6. Inclusion coach for the city sports association (€10,000)
  7. Host Town Programme / Special Olympics World Games video recording (€3,000)
  8. Budget for audio-tactile guided tours in sign languages in municipal facilities (€2,000)

The Autism Week and new CVAG videos on the topic of accessibility are also reported on. City council meetings are now available with subtitles.

15 September 2022: First evaluation of the action plan is produced

The steering group confirms changes to the 2022 inclusion budget. This means that the Youth Welfare Office's measure for life skills development programmes and the conversion of the public toilet in the town hall are no longer required. toilet in the town hall. Instead, the planning costs for barrier-free access to a cemetery and burial hall at the cemetery and burial service and funding for inclusive programmes in the educational work of the Natural History Museum can be included.

In addition, the first draft of the evaluation report on the Chemnitz INCLUSIVE 2030 action plan will be presented and discussed. The draft evaluation report will be submitted to the City Council via various advisory boards and committees.

3 February 2022: Measures for inclusion budget adopted

14 October 2021: Accompanying steering group established

On 14 October 2021, a steering group was established as an accompanying committee for the implementation of the Chemnitz Inclusion 2030 action plan. The steering group is made up of representatives from the public, politics and administration. In particular, associations of affected persons and participants from the working groups, who were already involved in the development of the action plan, can be found in the new steering group.

The city administration has been on the road to implementing the action plan since 2021. An inclusion budget of 80,000 euros in 2021 and 100,000 euros in 2022 has been allocated in the City of Chemnitz budget to implement the measures.

The first implemented measures and further plans were presented at the steering group meeting. There will be two further meetings of the steering group in 2022.

City council adopts local action plan

At its meeting on 25 November 2020, the City Council confirmed the local action plan "Chemnitz inclusive 2030" as a long-term framework for action to implement the UN Convention on the Rights of Persons with Disabilities. The city is thus tasked with implementing the action plan by 2030, taking into account the respective time, legal, personnel and financial conditions.

Steps taken so far on the path to greater inclusion

In 2017, the City Council of Chemnitz launched the participation plan to implement the UN Convention on the Rights of Persons with Disabilities. It describes how the participation of people with disabilities in life in Chemnitz is to be improved by 2030 and how the city is to be gradually made more inclusive.

The participation plan is integrated into the objectives of urban development and takes into account various specialist plans of the municipality, such as school development, transport and public spaces.

Six working groups are now working on an inclusive city.

Online participation in the participation plan

From 9 to 2 October 2019, it was also possible to discuss online: Are there enough barrier-free flats in Chemnitz? Is access to the workplace possible without steps? What do residents want for their neighbourhood? People with and without disabilities, representatives of city politics and city administration as well as stakeholders in urban society who are committed to the participation of people with various disabilities were invited to take part in the debate.

These questions were the focus of the "Chemnitz inclusive 2030" action week from 9 to 13 September 2019 at the Kreativcafé All In in the Rosenhof.


City council resolution

On 4 July 2017, the City Council resolved to implement the UN Convention on the Rights of Persons with Disabilities.


Inventory analysis

In preparation for the development of a local participation plan, a comprehensive analysis of the current situation was carried out in 2014.

The results were presented to the city council as an information document.

Public workshop on 20 June 2019

More than 50 people took part in the public workshop on the topic on 20 June. Measures on how inclusion can succeed in Chemnitz over the next ten years were presented at seven stations.

The participants were able to discuss seven areas of life and evaluate measures that had previously been developed by working groups. The fields of action included work, education, health and care, culture, sport and leisure, mobility and housing. Cross-cutting issues were also considered at one station. Members of the respective working groups explained the visions, goals and measures for the areas of life.

Results

The measures presented were evaluated and weighted using sticky dots. There were exciting discussions at the topic tables. Health and care in particular were hotly debated and the writeable table quickly filled up with many ideas and comments. Many participants contributed suggestions to the evening from the perspective of those affected. The desire was expressed to involve people with disabilities and interest groups more than before in the city's development processes. There was also a discussion about different types of disability and it was expressed that the diversity of disabilities should be taken into account in order to focus more on invisible disabilities, such as mental illness, in addition to physically visible disabilities.

Accessibility was a major topic overall; in addition to lifts and toilet facilities, the routes for blind people at traffic lights were often mentioned. Horst Wehner from the VdK Saxony social organisation inspired the audience with his vision of inclusion. He clearly pointed out that people with disabilities do not need to be integrated, but are already here. However, access to events must be made easier to enable participation.

In addition to sign language interpreters, a hearing loop was also provided for people with assistance needs during the event. Texts in Braille and a tactile model of the event room also supported the event and made participation easier.

What happens next?

An online participation on the participation plan is planned for the autumn and an action week will also take place. We will provide information on both events in good time.

A look back: Kick-off event on 23 January 2019

Various working groups - consisting of representatives from the city administration and citizens - met on 23 January 2019 for a kick-off event on the topic of Chemnitz's participation plan.
After all, one in five people in Chemnitz has a disability. Accessibility is essential for ten per cent of the population, necessary for 40 per cent and convenient for 100 per cent. Therefore
the UN Convention on the Rights of Persons with Disabilities must be implemented step by step at local level in order to improve the participation of people with disabilities.

Background and outlook

The aim of the participation plan is to develop ideas for the next ten years (up to 2030), which are then
then summarised in concrete measures in the participation plan. In addition to taking stock of what is already on offer for people with disabilities in Chemnitz, the plan then serves as a guideline for action. Chemnitz began analysing the topic of inclusion back in 2014. For example, many bus stops in Chemnitz are already barrier-free. The city is currently updating the paper on inclusion. Citizens, organisations from the fields of science, culture, sport and business as well as the city administration are to collaborate on the participation plan. Inclusion is now moving even more into the focus of authorities and the public so that barriers for people with disabilities are gradually reduced.
