Social assistance is provided by the local authority as a benefit for people in need who are unable to work. Anyone who is unable to work and cannot support themselves from their own resources (income and assets) or with the help of others has a legal entitlement.

This assistance is available to people who do not have sufficient income, receive a pension or benefits from other social service providers or if maintenance payments are not received or are too low.

Granting of benefits

The service centres provide

ongoing benefits

for

  • standard benefits (food, clothing, household effects, personal and health care)
  • Benefits for accommodation and heating
  • contributions to health and long-term care insurance
  • any additional requirements

as well as

one-off benefits

for:

  • Initial equipment for the home including household appliances
  • Initial equipment for clothing, including for pregnancy and birth
  • school trips lasting several days within the framework of school regulations

Assistance is also provided as follows:

  • Basic income support in old age and in the event of reduced earning capacity
  • Health assistance
  • Assistance with care
  • Assistance to overcome particular social difficulties
  • Assistance in other life situations
  • Benefits for education and participation

Accommodation and heating cost guidelines of the City of Chemnitz

The guideline regulates the appropriateness of expenses for accommodation and heating in accordance with the German Social Security Codes II and XII.

Financial benefits

Chemnitz citizens can obtain advice on all social welfare entitlements under SGB XII at the Social Welfare Office's benefit centres. Benefits can only be granted once the need for assistance has been established. This means that the need cannot be met from your own income and assets.

Performance agreements and support plans

Benefit agreements are made between the person entitled to benefits and the social welfare office and support plans are agreed. The aim of the benefit agreements is to improve the situation of the person entitled to benefits. Ways of overcoming the emergency situation are jointly determined and opportunities for active participation in life in the community are sought.

The individual goal-oriented steps are recorded in writing after personal counselling and discussion of possible assistance. The partners each receive a copy of the agreement, the realisation of which is regularly reviewed or, if necessary, revised.
