Youth welfare planning

The tasks of youth welfare planning in the City of Chemnitz are based on Section 80 of Book Eight of the German Social Code (SGB VIII - Child and Youth Welfare). Youth welfare planning determines the existing services and facilities, identifies needs and plans the necessary measures. The wishes, needs and interests of young people and their legal guardians should be taken into account. The aim is to achieve needs-based and future-orientated planning as well as to react to unforeseen needs.

The planning criteria include

  • Maintaining and nurturing contacts within the family and social environment
  • The most effective, diverse, inclusive and coordinated range of youth welfare services possible
  • needs-based interaction of services in the living and residential areas of young people and families
  • Special support for young people and families in vulnerable living and housing areas
  • Joint support for young people with disabilities or young people at risk of disability with young people without disabilities
  • creating the conditions for a better work-life balance for mothers and fathers.

Youth welfare planning is part of municipal development planning. In this context, the public authorities must involve the recognised independent youth welfare organisations in all phases of their planning at an early stage. Socio-spatial aspects are also taken into account.

Youth welfare plan

The activities of Chemnitz youth welfare planning are based on the youth welfare plan for children, young people and families in Chemnitz. It provides an overview of the services available for young people and their families in the municipality. The plan specifies the requirements for youth welfare services and how their further development can be driven forward in accordance with legal requirements and the overall social framework.

At its meeting on 12 October 2022, the City Council adopted the "Youth Welfare Plan for Children, Young People and Families in Chemnitz 2022 to 2027". This updated the youth welfare plan from 2016.

The comprehensive reform of Book Eight of the German Social Code (SGB VIII) as part of the "Child and Youth Strengthening Act" has enshrined new tasks and increased requirements for child and youth welfare services in law. The aim of the law is to achieve improvements, especially for those young people who are disadvantaged, grow up under stressful living conditions or are at risk of being left behind in terms of social participation.

The youth welfare plan is a professional agenda of the youth welfare office with action goals and measures that are orientated towards the focal points of the "Child and Youth Strengthening Act":

  • better protection of children and young people
  • Strengthening children and young people growing up in foster families or educational support centres
  • More prevention on site
  • More involvement of young people, parents and families
  • One-stop help for children and young people with and without disabilities.

The focus of the youth welfare plan is on the expansion of preventative, low-threshold, socio-spatial services, particularly in the model districts of Zentrum, Kappel and Helbersdorf. In addition, the effects of the coronavirus pandemic on the target group of youth welfare services will be analysed.
