Chemnitz is positioning itself for the future!

What will our Chemnitz look like in 2035? What role will the city play internationally and regionally? What will life be like in the Chemnitz of tomorrow? How and where will people live, work, learn and celebrate? What impulses from the Capital of Culture process can be used profitably for further urban development?

These and other questions about the future will be discussed in the working process for the Chemnitz 2035 integrated urban development concept with politicians, administrators, citizens and other stakeholders who are actively involved in the development of Chemnitz.

As an overarching umbrella concept, the concept is intended to serve as a strategic guideline for future planning, decision-making and action. The aim is to recognise strengths and potential, derive goals and formulate future tasks.

The concept is a continuation of the SEKo 2020 urban development concept and builds on the city's existing specialist plans and projects. It also draws on the results of the SEKo 2020 evaluation and the findings from the Morgenstadt project.

Tasks of the INSEK Chemnitz 2035

The Chemnitz 2035 INSEK is intended to utilise the impetus for sustainable transformation from the Capital of Culture, while at the same time strengthening it and drawing on the experience gained from the process of developing the Chemnitz Strategy (draft). It will thus become the central guiding document for managing the city's overall development, "the backbone for spatially effective decisions and for the strategic, proactive actions of the administration over the next 10 to 15 years". As a result, the INSEK 2035 plays an important role in the interdisciplinary actions of the administration, as a basis for the acquisition of funding and financial resources and as a communication and mediation tool in politics and urban society.

Work process

At its meeting on 17 April 2024, the City Council adopted the integrated urban development concept "INSEK Chemnitz 2035" as an urban development concept(B-215/2023).

The concept has been developed over the past year and a half in an intensive process - including with the help of external project support, but above all with the political groups represented on the city council and broad public participation in so-called future workshops and numerous workshops.

Insek Arbeitsprozess 2022 KompThe need to create an integrated urban development concept for Chemnitz "INSEK Chemnitz 2035" was presented to the City Council on 21 July 2021 with information document no. I-036/2021. The submission provided an overview of the framework conditions, guidelines, working structures and an initial draft structure.

The tender for external project support was issued in the first quarter of 2022. The decision was made in favour of complan Kommunalberatung from Potsdam in collaboration with Büro Kaufmann from Leipzig. The upcoming INSEK work process was structured in depth and milestones were defined together with the office consortium.

In the information document I-051/2022 from November 2022, politicians were informed about general questions regarding the integrated urban development concept as well as the principles, organisation and work process of the INSEK.

At the turn of the year 2022/2023, the analysis phase of the INSEK was completed with milestones 1 "Concept radar" and 2 "Strategy comparison".

In the concept radar, an interdisciplinary concept overview was developed together with the specialist departments of the City of Chemnitz. This provided an overview of the content, processing status, spatial categorisation and participation formats of the individual specialist concepts. The results are summarised in brochure 3, which supplements this information document.

The strategy comparison analysed the existing key objectives for Chemnitz. The focus here was primarily on analysing the key objectives formulated in the draft Chemnitz strategy, in conjunction with the key objectives for SVC's managers to shape the technical and financial planning for 2023/2024.

Together with the city councillors of the City of Chemnitz, an initial exchange of ideas and opinions on the guiding principles of the City of Chemnitz took place on 6 December 2022. The aim was to intersect and focus on the key future topics for Chemnitz.

The development of the INSEK Chemnitz 2035 was divided into various milestones. Brochures on the individual milestones were produced by the city planning office to stabilise and document the INSEK project.

The concept phase of the INSEK began in January 2023 with Milestone 3 "Cross-Check". Based on the newly formulated objectives in the strategy alignment, the following key questions were addressed: How can the key objectives be achieved? What is already being done to achieve them and where are there interactions in the specialised planning? Are there also competing areas, area synergies, priority areas, etc.?

In the subsequent measures check, the formulation of future tasks became more concrete. Thematically necessary intersections were formed and it was examined whether there would be effects on new collaborations and changed working and coordination methods in the future. In addition, the intersection with the defined cross-cutting objectives was worked out.

The participation process that began in April 2023 with Future Workshop #1 was continued on 24 May 2023 with various experts from urban society in the "Think Tank". The discussions focused on the questions of where Chemnitz currently stands, where Chemnitz needs to develop and in which topics/areas the future is already being shaped in Chemnitz. Building on the first citizens' dialogue (Future Workshop #1) in April 2023, Future Workshop #2 on 29 June 2023 was followed by a joint discussion with citizens on the topic of "Unmistakably Chemnitz: What makes Chemnitz unique?" Among other things, people were able to draw pictures, write letters/postcards and locate their favourite places or non-places in the city. At the same time, there was the opportunity to take part in two city tours to Sonnenberg and the city centre to find out about current developments and exchange ideas.


The final spurt towards the INSEK was initiated with the 5th workshop on 29 June 2023. The last milestone before the INSEK report deals with implementation. Consequently, the focus was on the future tasks identified in the work process and their realisation. The topic of funding played a central role. The input on the funding programmes illustrated the enormous range of applications and handling. All departments are directly or indirectly affected, and municipal finances and subsidies are closely interwoven.

This very intensive work process was concluded with the 2nd policy dialogue on 31.08.2023 in the Weltecho. Under the title "Couch Talks", the city councillors from all political groups were invited to inform themselves about the results to date, exchange ideas and make final adjustments.

To stabilise and document the INSEK project, brochures on the individual milestones were produced by the urban planning office.
