Questions and answers from the colloquium

On 21 June, interested participants in the competition for the design of a new market fountain for Chemnitz had the opportunity to ask questions in order to clarify the task. Below is the documentation of the answers to the participants' questions and additional documents for working on the competition task:

Questions and answers

What diameter should the fountain have, as the site markings in the plans are different sizes?

The location markings in the plans are only to be regarded as markings and not as specifications for the size or shape of the fountain.

What is the maximum footprint that the fountain should not exceed? (On the plan, the limit is approx. 7 m (diameter)

The size of the fountain in terms of extension and height is at the discretion of the artist, taking into account the requirement that the fountain should be adapted to the dimensions of the square.

Can you state a maximum footprint for the entire fountain installation, i.e. fountain including any seating provided?

The fountain parlour must not be covered (see question complex fountain parlour).

Regarding the size of the fountain, the tender text makes the following statement: "The maximum size of the fountain is determined by the use of the market and should be appropriate to the dimensions of the square." As a non-local, I am not familiar with the uses of the market, possibly also as a venue for weekly markets, Christmas markets, city or cultural festivals and the resulting requirements for the spatial dimensions.

The city and the jury deliberately did not limit the size of the fountain, its height, diameter or shape, nor did they make any other specifications, e.g. regarding seating or water basins. All these parameters are at the discretion of the artist and depend on the choice of artistic means/media used and are determined by the artistic idea.

Is it also possible to include seating outside the specified radius?
Are there any specifications regarding the space required for the market fountain?
If so, proportionally different in different directions?
What dimensions may the fountain have, how much floor space may it take up?
Is there a height restriction?
Are there specifications for the maximum height of the market fountain?
What is the maximum height of the fountain/work of art?
Is there also a limit to the height?
Is a basin desirable or can the water also be collected in a chamber under the square?

The maximum available area for the fountain, including any permanently installed seating, is a maximum of 9 m x 14 m, see the site plan for the Christmas market attached to the minutes.

Questions about the well chamber/pump chamber (location and size)

How far away is the Brunnenstube from the actual location?

Cf. site plan Christmas market.

How deep is the pump chamber (bottom depth)?

The pump chamber is 1.70 m deep. The floor plan of the pump chamber is attached to the minutes.

Which side of the pump chamber faces the town hall?

The position is specified in the floor plan of the pump chamber.

Is the pump chamber protected against moisture?

Yes.

Questions about pump technology, soil conditions and supply lines

Please state the delivery rates, flow rate, cross-section and pressure of the existing centrifugal pump ( feed pump ) directly at the well - and the drainage pump to the water tank/water chamber - if this is already installed. What is the circulation capacity of the water tank chamber?

There are currently no pumps, water tanks or other technology pre-installed. The basic equipment will be installed by the organiser in consultation with the artist.

What is the capacity of the centrifugal pump (feed pump)?

During the detailed development of the competition entry in competition phase II, it is therefore possible to agree the specific pump capacity required with the city.

Please indicate the exact positioning and dimensions of the well chamber and the electrical and water pipes to the well chamber.

What is the soil structure in the area where the market fountain is to be positioned? Are there any maps of supply lines for sewage, water and electricity? Please provide precise details of the subsoil on the site and at the planned location - please enclose a corresponding soil survey.

The subsoil at the site is composed as follows:

  • approx. 14 to 16 cm red granite paving stones
  • approx. 4 cm grit/crushed sand mixture
  • approx. 60 cm frost protection/gravel base layer

Can it be assumed that the site is free of cables?

How high are the lampposts on the market square?

The height of the lampposts is shown on the Christmas market site plan.

Services provided by the city

Will the pump required for the artwork be paid for or provided/installed by the client as required?

Yes, the city will provide the basic equipment, see competition documents, Annex "Technical Information". Any special technical requirements over and above this must be financed from the budget made available for the realisation.

Will the client be responsible for the connection to the well with the supply boreholes from the well room?

Pipes for pressure and suction lines to the well location with wall openings are provided by the city, see competition documents, Annex "Technical Information".

Who bears the costs for providing the power connection and connecting the electrical system for the new fountain?

The city bears the costs for the electricity and water connection up to the well chamber and on to the well location. It also bears the costs for the pipework for the pressure and suction lines up to the location of the well with wall openings.

Are there any pipes, lines, shafts, etc. under the planned site for the market fountain that are relevant for the construction of the fountain and its foundation and must be removed by the contractor?

In the area of the location, there is a combined sewer with a bed depth of approx. 4 metres and a cover of approx. 3 metres. This fact must be taken into account when constructing the well in terms of foundations and statics. However, if the design requires a completely pipe-free underground, the city will ensure that the sewer is relocated at its own expense. The non-binding pipe plan is attached to the minutes of the consultation colloquium for guidance.

Does the City of Chemnitz take over the building permit procedure after the decision and commissioning?

The building permit office of the City of Chemnitz is responsible for the building permit if the selected well requires a building permit. According to Section 61 (1) (15b) of the Saxon Building Code, works of art up to a height of 4 metres do not require planning permission.

Services included in the realisation budget (450,000 euros) for the fountain

Are the costs for adapting the paving to the artwork and its pool part of the overall artistic budget or are they borne by the client?

The costs for adapting the paving to the artwork and its basin are part of the realisation budget.

Where are the interfaces between the client and the artist? What is the usual upper edge of the paving / or foundation?

The costs for the fountain foundation are included in the realisation budget.

Who bears the costs for structural calculations, formwork plans and foundation planning?

The costs for structural calculations, formwork plans and foundation planning are part of the realisation budget.

Is any seating for the artwork part of the overall artistic budget or will benches, for example, be provided by the client as part of the street furniture in the immediate vicinity of the artwork as suggested by the artist?

The artist is responsible for seating as part of the design, both in terms of design and placement. The costs incurred for seating are part of the realisation budget.

Does the total budget of 450,000 euros include VAT?

Yes.

Who bears the costs for the foundations of the new fountain, the basin and the cabling of lighting and its supply lines? Should the total budget of €450,000 also include the foundations and the supply lines for water, waste water, electricity for lighting and control technology? Or will this be done on site?

The costs for the foundations of the new fountain, the basin and the cabling for lighting/control belong in the artist's realisation budget. The city provides all media (electricity and water connection) up to the fountain chamber and further to the fountain location. It also bears the costs for the pipework for the pressure and suction lines up to the location of the fountain with wall openings.

I assume that the original paving on the market square will be retained. Is the restoration of the paving after the market fountain has been erected also to be paid for from the total amount mentioned above or will this be done on site?

Yes, splash water areas must be limited to the fountain structure/area in order to prevent the paving joints from being washed out. The market paving is laid as an unbound variant.

Other questions

What is planned for winter, covering the fountain/work of art; who bears the costs?

Even if the water is turned off in winter, the fountain is intended to act as a work of art, so a cover is not necessary. Otherwise, it is up to the artist to submit a cover proposal. Additional funds for a cover are not available.

Where can spotlights be placed on the fountain, are roof edges available for this? If so, which ones and where?

The city recommends that the fountain should not be illuminated from neighbouring buildings. A possible lighting concept should be developed independently of this.

Will a record of the consultation colloquium be made available?

Yes, the question-and-answer protocol will be available online from 1 July 2018.

Is the fountain system based on the DIN 31062 standard?

Yes.

What activities take place at the market fountain site throughout the year? At what times, does the market actually take place there with stalls set up? What structures are erected where in the meantime?

Weekly market:
January to November: Tuesdays to Fridays, 9am - 4pm/5pm, Saturdays, 9am to 1pm

Annual market:
Every 1st Monday of the month February to November, 9 a.m. to 4 p.m./5 p.m.

Chemnitz Christmas market:
Friday before 1st Advent, 4pm to 23 December, 10am to 9pm, set-up begins on 10 November

Special events:
"Hat Festival", 3 days in May (25 May)
Town festival, 3 days, last weekend in August

The market fountain is to be a central location on the market. The temporary structures for the various markets will be orientated towards this central location. In particular, the character of the Chemnitz Christmas market is to be retained. A site plan of the Chemnitz Christmas Market is attached to these minutes. The marked locations 66 and 65 will be relocated with the realisation of the market fountain.

How will anonymity be guaranteed? Do I simply send my documents without a return address? It is probably not necessary to register in advance to take part in the competition... or is it?

Anonymity is maintained by following points 3.5; 3.9; and 3.10 of the competition documents.

Will the prize money and the lump sum for expenses be offset against the realisation budget for the fountain (450,000 euros)?

No. The prize money and lump sum will be paid in addition.

Does the artist have to pre-finance the realisation budget of 450,000 euros?

No.

Will the artist have the opportunity to present their work in person to the jury in phase 2?

No, this is not planned.

Is the security of the designs guaranteed during the exhibition in phase 2?

Yes, supervisory staff will be provided.

Is the postmark date sufficient to meet the submission deadline?

Yes.

Will all participants in phase 1 and later in phase 2 receive the jury minutes of the jury meeting in person?

Yes, the minutes will also be published on the Internet at www.chemnitz.de/marktbrunnen.

Are major changes in the design of the market to be expected in the coming years?

No.

Should the fountain be operated 24 hours a day?

No. The city's fountains are operated individually between 9 a.m. and 10 p.m., depending on the neighbouring residential development and the specifics of the fountain.

When can the design be realised?

The total budget of 450,000 euros will be included in the city's 2019/2020 double budget.

Have artists from the city's twin towns been invited to take part in the competition?

Yes.

Are the designs in phase 1 (two A3 sheets) to be submitted in portrait or landscape format?

Both formats are possible.

Can the photos of the photo documentation and the site plans also be provided in editable form (e.g. in jpg, dxf)?

Yes, we also provide the photo documentation in jpg format and selected plans in dwg and dxf format. Please note that all photos and site plans are protected by copyright and may only be used for this competition. They may not be passed on to third parties.
