If you are not staying with family or acquaintances and do not have any other self-organised accommodation, the reception centre of the Free State of Saxony is currently available as a first point of contact:

All refugees are received and registered there at any time. They will then be distributed to the cities and districts.
Temporary accommodation in the reception centre does not mean that you can remain permanently in the city of Chemnitz.

Please note that based on the nationwide distribution system, it is currently to be expected that persons seeking protection from Ukraine will be forwarded from Saxony to other federal states.

Exceptions to this can be considered in the following cases:

  • Immigration of members of the nuclear family (spouses or minor children) who already have their main residence in the city of Chemnitz
  • Binding commitment to take up training, studies or gainful employment in Chemnitz (with submission of the relevant evidence including proof of the corresponding living space).
    In the case of taking up gainful employment, the applicant must be able to prove that he/she and his/her dependants will be able to earn a living from this employment in the future.
  • Other individual cases relating to the city of Chemnitz, such as competitive sports, individual integration needs of people with disabilities, special medical treatment needs

The foreigners authority decides on the basis of these criteria whether admission to the city of Chemnitz is possible.

With the Ukraine Residence Permit Continued Validity Ordinance, residence permits for temporary protection that are still valid from 1 February 2024 will be automatically extended until 4 March 2025. These were and are granted in accordance with Section 24 (1) of the Residence Act for foreigners who have travelled to Germany due to the war in Ukraine.

Holders of these residence permits do not need to visit the relevant immigration authority for an extension.

Throughout Chemnitz you will find numerous attractive housing offers from many landlords - from housing companies, housing co-operatives and other homeowners. The choice is yours.

However, you need to be aware of some special features and cannot always rent every flat:

  • If you receive social benefits, the responsible benefit provider will only pay the appropriate rent - the flat must not be too expensive.

In any case, theaccommodation and heating cost guidelines of the City of Chemnitz apply:

§ 4 Reasonable expenses for heating

The appropriateness of the relevant heating costs is based on the table values of the current Federal Heating Survey (BHS) for heating energy consumption and heating costs in the "too high" category.

  • You can also live with other people as a subtenant. This requires the conclusion of a subletting agreement. However, this is only possible with the written consent of the landlord to the main tenants.

    The accommodation and heating cost guidelines of the City of Chemnitz also apply to subletting.
  • Before you sign a tenancy agreement or sub-tenancy agreement, the competent authority must first approve the offer of accommodation in writing.

    Please use the form Enquiry for housing offer. This will collect all the necessary information about the flat on offer.

    Present this form to the landlord of your choice, have them fill it out and send it back to the responsible authority by post or e-mail.

    Only with the completed form can the competent authority check whether your desired flat is suitable and whether you can rent it.
  • At the job centre, the request for a housing offer can be made informally by e-mail: jobcenter-chemnitz(at)jobcenter-ge.de.
  • Many landlords require a security deposit when a tenancy agreement is signed.

    Housing co-operatives normally require co-operative shares for the use of their flats. However, recipients of social benefits can often rent these flats without co-operative shares. Housing co-operatives also accept a rent deposit instead. Please ask the housing association.

    If you have to pay a rental deposit and the flat is suitable, the competent authority will issue the landlord with a security guarantee or pay a cash deposit.

Please submit a corresponding application to the responsible service provider for the furnishing of the flat. The following maximum limits apply:

1-person household: € 1,188.00
2-person household: € 1,338.00
3-person household: € 1,608.00
4-person household: € 1,740.00
For each additional person, the amount increases by €132.00.

The lump sum is paid to the person entitled to benefits or can also be paid directly to the landlord if the landlord has furnished the flat. Please note that the lump sum includes all necessary furnishings and equipment.

If you have found a fully furnished flat, you do not need any initial furnishings. The landlord will charge you the necessary amount as part of the rent.

The rent must also be reasonable with the so-called furnishing surcharge.

In some flats, some of the furnishings are already available. An application can be made to the social welfare office for the furniture and items that are still missing. The lump sum for the initial furnishing is reduced by the furniture already available.

This applies to all persons who have a fictitious certificate from the foreigners authority or a residence permit in accordance with Section 24 (1) of the Residence Act and are unable to support themselves.

Step 1 of 4: Register as a private individual with your personal / own e-mail address.

Step 2 of 4: You must then verify your identity. You will be asked to do this by telephone. However, if you do NOT speak German, do not call, but write an e-mail with your full name and date of birth (NOT in Cyrillic!) to Jobcenter-Chemnitz.Registrierung-Jobcenter-Digital(at)jobcenter-ge.de using the same personal / own e-mail address. You will receive a message as soon as you can continue processing the application (see step 3 of 4).

Step 3 of 4: After receiving the message from the job centre, complete the application and the "Labour market profile" for each person over 15 years of age. Upload all supporting documents.

Very important are:

  • Passport of all family members
  • Fictitious certificate from all family members
  • Proof of income and assets (ATTENTION: bank statements of all accounts and investments for the last three months)
  • if available: Tenancy agreement
  • Further documents depending on the individual case (see notes in the application form)

Step 4 of 4: Only send your application and all labour market profiles online within the next 7 days after you have received the fictitious certificate(s).

In order for the costs of necessary medical treatment to be covered, please contact your responsible benefit provider, the job centre or social welfare office.

  1. Ukrainian refugees who receive benefits from the job centre:

    When you receive SGB II benefits, you are generally obliged to take out statutory health insurance and social long-term care insurance.

    You can choose a statutory health insurance fund of your choice (right to choose).

  2. Ukrainian refugees who receive social assistance from the social welfare office

    Recipients of SGB XII benefits are registered with a health insurance company of their choice by the social welfare office. They receive a notification from the social welfare office for submission to their chosen health insurance company. They receive an insurance card or proof of registration from the relevant health insurance company. They can use this to claim medical services.

    In the event of a medical emergency (before receiving the insurance card/proof of registration with the health insurance company), we will refer you to the hospitals in the city of Chemnitz.

Psychological first aid, counselling to relieve stress, coping with stress caused by flight and immigration, referral/assistance to other support services.

The Psychosocial Centre - Chemnitz Counselling Centre is a counselling centre for people with a refugee or migrant background. The staff (psychologists and social education workers) provide counselling and support for mental stress caused by war and flight. The counselling services can be accompanied by interpreters in various languages. The services offered by the Psychosocial Centre - Chemnitz Counselling Centre are free of charge and independent of legal status or a referral or health insurance benefit

If you have come to Germany with your vehicle registered in Ukraine, please note the following information on how to provide proof of the required motor vehicle liability insurance for your vehicle and how to register your vehicle in Germany no later than one year after entering the country.

1. motor vehicle liability insurance

Anyone travelling with a vehicle in Germany requires motor vehicle liability insurance. Driving without valid insurance is not permitted in Germany. If you drive on public roads in Germany without third-party liability insurance, you are committing a criminal offence. In addition, you will be held personally liable for any damage you cause to third parties with your vehicle. The uninsured vehicle can also be seized by the authorities.

For vehicles registered in Ukraine, the required insurance can be obtained and proven in various ways:

  • With a Green Card obtained by the policyholder from their Ukrainian motor third party liability insurer. The Ukrainian insurer's green card can currently also be obtained digitally from Germany.

  • With a valid frontier insurance policy purchased at the external EU border. This guarantees motor third party liability insurance cover in the entire European Union and in any other countries listed in the frontier insurance.
  • With a frontier insurance policy purchased in Germany. This also provides motor third party liability insurance cover in the European Union and in any other countries listed in the frontier insurance.

The driver must carry the Green Card or the confirmation of the purchase of a frontier insurance policy with him and present it in the event of an inspection or hand it over for inspection.

2. registration of a motor vehicle

Vehicles registered in Ukraine may temporarily drive in Germany with a valid registration certificate and sufficient motor vehicle liability insurance. The vehicle must be registered in Germany no later than one year after crossing the border.If the vehicle continues to be used on the road with a Ukrainian registration after one year has passed, you are committing an administrative offence. You will receive a fine for this offence.

The registration authority of the place where the owner of the vehicle lives is responsible for registering the vehicle in Germany. You must submit an application and various documents for registration, including proof of motor vehicle liability insurance and a personal identification document. You may also need an expert opinion from a technical service or a so-called monitoring organisation for your vehicle. Details of the required documents and the application procedure can be obtained from your local vehicle registration authority. You must also pay a fee for registration.

Once all documents have been submitted, a vehicle is registered by

  • Allocation of a licence plate number
  • Affixing a stamp sticker to the licence plate
  • Issuing a registration certificate

The Federal Financial Supervisory Authority (BaFin) announced on 11 March 2022 that Ukrainian war refugees can open an account in Germany unbureaucratically upon presentation of a Ukrainian identity card so that, for example, social benefits can be transferred to them.

Please provide the account number when applying for social benefits so that a transfer can be made. If you have already submitted an application for benefits, you can also provide your bank details at a later date.

Many private individuals, volunteers and aid organisations offer you help.

Unfortunately, there are also people who want to take advantage of the emergency situation and put you in exploitative situations. Therefore, please be careful!

Tips for your personal protection:

  • Never give your passport or mobile phone to other people for safekeeping.
  • Inform your family or friends where you are travelling to or staying.
  • Be sceptical if you are offered work as soon as you arrive.
  • Leave the accommodation or flat if you do not feel safe.
  • Be sceptical if you are asked for money or pressured into doing something you don't want to do.
  • Remember: Counselling and help with residence or social law issues are free of charge.

Help for children, young people and families

Yes, your child can get a place in a daycare centre in Chemnitz.

Please make an appointment to apply for a place for your child at a daycare centre by emailing jugendamt.platzvergabe(at)stadt-chemnitz.de or calling 0371 488-5900.

Please bring an official identity document (passport or identity card) and a registration certificate from the residents' registration office.

Which day care centre will my child attend?

The staff member at the place allocation office will work with you to select the appropriate facility and establish contact with the daycare centre.


What documents do I need when enrolling my child in the daycare centre?

You must submit the following documents to conclude a childcare contract with your daycare centre:

  • Application for admission to the daycare centre
  • Official identity document
  • Registration certificate from the residents' registration office
  • Medical health certificate
  • Proof of measles immunisation

How many hours a day can my child be looked after?

Crèche/ daycare centre: 7.5 hours

After-school care: 4 hours, in conjunction with attendance at a primary school

An increase in hours is possible with proof of employment.


Do I have to pay parental contributions?

Yes, according to the statutes on the collection of parental contributions, parental contributions must be paid.

Can the parental contributions be paid in full or in part?

Yes, with proof that you receive benefits in accordance with the Asylum Seekers Benefits Act, you can apply to have your parental contributions paid. You can obtain more information from your daycare centre or in the service portal:

How do I register my child for meals at the daycare centre?

You will receive the meal contract with the day-care centre's meal provider from your day-care centre.


Can the meal fees be paid in full or in part?

Families on low incomes in Chemnitz have the opportunity to receive subsidies for lunches at schools and kindergartens via the education and participation package.

Ukrainian children and young people in Saxony are to be given rapid access to school education with all rights and obligations following registration with the immigration authorities.

The intention is to use the established and proven stage-based integration concept to continue the school careers of Ukrainian children and young people who have fled.

After registering online, children and young people receive an invitation to special educational counselling. The special educational counselling takes place either at the responsible LaSuB location or at an authorised school, usually at the school where the child will attend in the future.

With a residence permit in accordance with § 24 AufenthG or a fictitious certificate in accordance with § 81 Para. 5, 5a AufenthG, you will receive child benefit for a child on application if you

  • are gainfully employed or
  • receive a citizen's allowance after gainful employment or
  • are on parental leave.

The above-mentioned residence permit must expressly authorise you to take up gainful employment, recognisable by the note "Gainful employment permitted".

If you are not in gainful employment, you are only entitled to child benefit after a period of residence of at least 15 months.

If there are several children, each child is entitled to child benefit.

Underage children and young people with a residence permit who have arrived in Germany without their parents also receive child benefit during the first 15 months of their stay in Germany. They may not be required to be gainfully employed.

However, this only applies to children whose parents are deceased or declared dead (full orphans) and to children who do not know where their parents live.

Refugee children and young people from Ukraine are of course also entitled to benefits for education and participation - the so-called education package (BuT).

To help your children quickly find their feet and feel at home in their new environment, we support you with numerous offers from the education package (BuT).

The education package (BuT) provides support for

  • Lunch together at school and daycare centre,
  • sports clubs and music schools,
  • personal school supplies,
  • day trips (hiking days), school and day-care centre trips lasting several days
  • Learning support (private tuition)
  • school transport.

Advance maintenance payments are a social benefit provided by the state to secure the maintenance entitlement of children.

To apply for advance maintenance payments, you can download the relevant form from the City of Chemnitz service portal.

If you have taken in children and young people without their parents, the Youth Welfare Office must check whether the parents agree to you looking after them as relatives, friends or acquaintances. We would like to contact you for this purpose. Please contact the Chemnitz Youth Welfare Office at jugendamt.clearing(at)stadt-chemnitz.de.

We will arrange an appointment with you and discuss everything else in person.

If you take in a child for a longer period of time, you need a care licence from the youth welfare office. You will also receive support with any questions that need to be clarified.

Are unaccompanied refugee minors from Ukraine accepted?

Unaccompanied refugee minors from Ukraine have occasionally travelled to Germany. Due to their young age, they were accommodated in residential groups for adolescents.

What is the procedure for accepting unaccompanied minors in Chemnitz?

Children and young people who arrive without their parents are first taken in by the initial reception centre for asylum seekers. When a minor unaccompanied refugee is admitted, the Chemnitz Youth Welfare Office is informed and the child is taken to a care centre run by the City of Chemnitz.

Are there enough places available in care centres for Ukrainian refugee children?

The Youth Welfare Office is obliged to take in unaccompanied refugee minors who arrive in Chemnitz. There are two reception centres available for this purpose in our city.

Do you need support because you yourself are seriously ill or have to accompany one of your children to hospital?

In such emergencies, please contact the child and youth emergency service. This service is staffed around the clock and children can be taken into care there in the event of a crisis:

  • "MiA courses" (Migrant women simply strong in everyday life), an offer especially for women
  • Initial orientation courses
  • Integration courses and
  • vocational language courses
  • Youth and women's courses
  • "Second language courses"

An application to the BAMF is required for admission to an integration course (§ 44 Para. 4 AufenthG).

The application must be submitted to the responsible regional office of the BAMF.

Participation in the integration course is free of charge.

As a refugee from Ukraine, your protection status is regulated by an EU directive. This means that you do not have to apply for asylum. You will also receive a residence permit that allows you to work, train or study in Germany.
