Standard land values

If you decide to buy a building plot in Chemnitz, the standard land value is an initial guide to how much a square metre of the future plot is worth. The standard land value is the average value of the land for a majority of properties in a so-called standard land value zone. These properties have essentially the same utilisation and value conditions.

The guideline value refers to a property whose value-influencing circumstances (e.g. state of development, specific location, type and extent of building use, type of agricultural use, soil quality and property shape) are typical for this land value zone. Deviations of a specific property from these circumstances result in a corresponding deviation of its market value from the respective standard land value.

The standard land values are derived on 1 January of each calendar year and published in a standard land value map.

Expert committee

As an autonomous and independent body, the Expert Committee of the City of Chemnitz is not bound by any instructions (Section 192 (1) of the Building Code). It was first appointed in 1992 and has been analysing, documenting and publishing the development of the Chemnitz property market ever since.

In order to prepare and carry out its activities, the expert committee uses an office which is affiliated to the municipal surveying office of Chemnitz City Council.

The following services are provided:

  • Management and evaluation of the purchase price collection
  • Determination and publication of standard land values
  • Determination of the data required for the valuation (including property interest rates, index series, yield factors, building factors)
  • Determination of special benchmark values (initial land values in redevelopment areas, market benchmark values)
  • Preparation of the property market report

The standard land values are published in standard land value maps. These maps are available free of charge on the Internet.

The standard land value map can also be purchased in paper form. In addition, you will receive written information from the expert committee.

Market value appraisal

The expert committee also prepares appraisals of developed and undeveloped land, condominiums and rights to land. These appraisals are known as market value appraisals. In addition, appraisals can also be prepared on the leasehold value in accordance with Section 5 (2) of the Federal Allotment Garden Act.
