Data collection for the new rent index begins
How much can a rented flat cost? To clarify this question, the city of Chemnitz prepares a new qualified rent index every four years and adapts it to the market situation every two years. This year, a new one is being drawn up.
The rent index can only be compiled if as many tenants as possible provide information about their tenancy. In order to collect the necessary data, selected citizens will receive a questionnaire by post in the next few days. The respondents were randomly selected from the residents' register. In order for the city to obtain a reliable picture of the rental price structure, the provision of information is mandatory for the citizens contacted, i.e. there is an obligation to provide information prescribed by federal law.

Current rent index of the city of Chemnitz
On 1 January 2024, the adjusted "Qualified rent index" of the City of Chemnitz will come into force.
The "Qualified rent index" was adapted by the City of Chemnitz, Office for Information Processing and a working group appointed by the Chemnitz City Council.

Preparation of the 2022 rent index and its adjustment in 2024
In the course of 2021, a new qualified rent index was drawn up by the "Mietspiegel" working group commissioned by the city council. The necessary data collection and evaluation was carried out by the municipal statistics office of Chemnitz City Council. Sections 558, 558 a - d of the German Civil Code (BGB) form the legal basis for the rent index. Accordingly, the rents of flats that were newly agreed or changed within the last six years were collected as of 30 June 2021.A total of 20,000 households in Chemnitz, which were selected using a statistical sampling procedure, were contacted by post to compile the new rent index. Of these, 2,671 were ultimately included in the calculation. In addition, the organised Chemnitz housing industry provided a further 32,000 existing rents, which were taken into account on a pro rata basis. During the evaluation, the method was changed from an empirical tabular rent index to a regression model. The aim of this was to better fulfil the legal requirement for a scientific method of preparation.
In accordance with Section 558d (2) BGB, the rent index was adjusted to the market situation using a new sample. For this purpose, 3,894 data records from a tenant survey and 26,384 data records from the landlord survey were available, which were analysed and weighted accordingly. In accordance with Section 23 of the Rent Index Ordinance, assumptions were made for the adjustment sample survey that are comparable with an index-based adjustment. Accordingly, base rents have risen by an average of 4.4 % between the date of the new survey (30 June 2021) and the adjustment date (30 June 2023). This increase, which was determined by means of a sample survey, was applied uniformly to all fields of the base rent table of the rent index valid since 1 January 2022. The result is Table 1 on page 10 of this brochure. No changes or adjustments were made to Tables 2 and 3 with the assessment criteria for premiums and discounts for amenities and location features.
