Broadband expansion 1.0
In 2016, the city of Chemnitz published a market survey with the aim of submitting an application for federal funding for broadband expansion in accordance with the guidelines (Directive "Funding to support broadband expansion in the Federal Republic of Germany" of the BMVI dated 22 October 2015). The market exploration procedure determined whether a private-sector expansion of an NGA network is likely to take place within the next three years or whether an existing network is already in place.
The target bandwidth according to the guideline is to supply all subscribers with at least 30 Mbit/s. This means that only subscribers who receive and/or have less than 30 Mbit/s coverage can apply for funding from the City of Chemnitz to build a broadband infrastructure.
The publicly accessiblefederal broadband atlas also forms part of the data basis. In addition to the market exploration procedure, the federal broadband atlas forms the basis for a broadband supply analysis. The supply situation is analysed by TÜV Rheinland on behalf of the BMVI.
The broadband atlas plays a central role as an information medium on broadband availability in Germany. It uses interactive maps to show which technologies and bandwidths are available locally for data transmission. The data on broadband availability is compiled, processed and visualised on the basis of the telecommunications companies.
As a result of the market exploration procedure, the City of Chemnitz received feedback from network operators on the existing and planned development, which resulted in the following eligible expansion areas:

The quality of life and the foundations for the development of a digital society are promoted, enhanced and secured by the expansion of the broadband network in the region.
The aim of the City of Chemnitz is therefore to ensure a significant improvement in the supply situation in accordance with the specifications of the federal government's broadband strategy. Both small and medium-sized companies as well as industry will be provided with a modern, needs-based and, above all, future-proof Internet supply. Particularly in view of the shortage of skilled labour, this will make the region more attractive and maintain its competitiveness. The commercial subscribers are to be connected at 1 Gbit/s.
A future-proof broadband supply of at least 100 Mbit/s is to be made possible for the population, the institutional facilities, for the individual stages of tourism value creation and for their end customers.
By the end of 2020, all eligible expansion areas marked in colour on the map are to be connected and developed.

On 6 May 2019, State Secretary Hartmut Mangold and the Mayor of Chemnitz Michael Stötzer marked the symbolic start of the two Chemnitz projects for subsidised fibre optic expansion with a ground-breaking ceremony in Einsiedel. By the end of 2020, almost 10,000 fibre optic connections are to be laid to the home. The costs for the two projects amount to 75 million euros. Around 90 per cent of this will be covered by the federal government and the Free State of Saxony.
On 29 January 2019, Mayor Barbara Ludwig and Roland Warner, Managing Director of eins energie in sachsen GmbH & Co. KG, signed the contract for the broadband expansion of the city of Chemnitz.
The City of Chemnitz is the installer of the fibre optic network in the subsidised expansion areas. eins will take over operation after completion. The fibre optic network will be built over the next two years. Parts of the fibre-optic network will be put into operation earlier, depending on completion by eins.
The construction and operation of the fibre optic network includes the expansion areas that are considered underserved (i.e. with a bandwidth of less than 30 Mbit/s).
The districts of Einsiedel, Euba, Klaffenbach and Wittgensdorf will be almost completely expanded. Adelsberg, Borna-Heinersdorf, Furth, Glösa-Draisdorf, Kleinolbersdorf-Altenhain and Rottluff will be partially expanded.
On 30 April 2021, the first fully completed point of presence (PoP) for the broadband supply in Chemnitz was put into operation.the main distributor PoP 4 is the centre of the fibre optic connection. It serves as a dial-up node for Internet service providers and connects the west of Chemnitz, including the "Hans Carl von Carlowitz" primary school, to the broadband network. This will connect 2,900 addresses to the high-speed Internet. Saxony's Minister of Economic Affairs Martin Dulig and Lord Mayor Sven Schulze handed over the point of presence to eins energie in sachsen. The energy supplier will operate the fibre optic network.
