"Sustainable urban development ERDF 2014 to 2020" programme

The European Union supports urban development measures and instruments that safeguard and maintain urban quality and create stable infrastructural conditions for future generations.

The prerequisite for funding is area-related integrated action concepts (IHK), which illustrate how closely economic development measures, for example, are linked to urban development measures and how they can enhance each other's impact.

    Funding area "ERDF - Chemnitz city centre"

    Resolution B-151/2015 on the integrated action plan formed the basis for the cross-district funding area demarcation. With the funding decision of 14 December 2015 and the increase of 6 December 2019, the City of Chemnitz was promised funding in the amount of €13.3 million.

    Based on the ERDF Sustainable Urban Development Guidelines 2014 to 2020 dated 14 April 2015, approved individual measures from the integrated action plan received grants of up to 80% of the eligible costs. The grants are intended to support specific measures that contribute to improving infrastructural, structural, energy-related and economic parameters and to combating poverty.

    With the successful implementation of the individual measures in the "ERDF-Chemnitz city centre" development area, the existing framework conditions in the area have been adapted to the complex requirements for urban, inner-city and sustainable living.

    Results in the ERDF funding area - Chemnitz city centre

    Since 1994, the European Union (EU) has provided funding from the Regional Development Fund (ERDF) for the sustainable development of selected urban neighbourhoods in European cities.

    In the 2014 - 2020 funding period, the City of Chemnitz was once again able to actively support a disadvantaged area with funding from the Regional Development Fund (ERDF). Based on the area-related integrated action plan adopted by the city council, the "ERDF - Chemnitz City Centre" funding area was included in the programme in accordance with the Sustainable Urban Development
    Urban Development ERDF 2014 to 2020 of 14 April 2015.

    Around €13.3 million from the regional development fund and a further €3.3 million from the city's own funds were used to implement the package of measures in various fields of action.

    The brochure provides an overview of the projects realised and the results achieved in the "ERDF - Chemnitz city centre" funding area. It shows how Chemnitz citizens, associations and companies have worked together with the city in their neighbourhoods. These are good examples of how integrated urban development can succeed through targeted support and participation.

    Support for small companies in ERDF

    In the 2014-2020 funding period, the Regional Development Fund (ERDF) continued to support the local economy in small and micro-enterprises, building on the successful experiences of the past in Chemnitz. This time, the companies were supported in a much larger funding area, which included the city centre, Brühl, the Reitbahn district as well as Sonnenberg, parts of Bernsdorf, Altchemnitz and Schloßchemnitz.

    The city's small business fund (KU-Fonds) provided EUR 404,000 in subsidies and EUR 101,000 of the city's own funds to support small businesses in the neighbourhood. Demand for the funding was high over the course of the project. For this reason, the maximum amount of funding was reduced slightly in order to give as many players as possible the opportunity to receive support. The result was a colourful mix of supported companies with a wide variety of focal points for the use of the funding.

    This brochure presents a selection of successful small companies that have developed their businesses together with funding from the European Union and the City of Chemnitz and have thus contributed to neighbourhood development and diversity in trade within the funded area.


    ERDF programme "Integrated urban development ERDF 2014-2020" Integrated brownfield development (IBE)

    The "Integrated brownfield development" is part of the ERDF programme "Integrated urban development 2014-2020". Urban, derelict areas can be developed with funding and thus make a contribution to sustainable urban development.

    Revitalisation of derelict sites

    When revitalising brownfield sites, the funding policy focuses in particular on inner-city brownfield sites. The aim is to strengthen city centres and reduce land consumption and urban sprawl in the surrounding areas. The aim is to valorise and reuse redeveloped brownfield sites for commercial or structural reuse or for permanent green use in urban areas. The need for brownfield revitalisation is derived from the City of Chemnitz's urban development concept SEKo 2020 and the specialist concept for brownfields Resolution B-169/2015. The brownfield sites to be subsidised are decided by the city council.

    The funding is based on the ERDF Sustainable Urban Development Guidelines 2014 to 2020 dated 14 April 2015. The funding was provided as a non-repayable grant amounting to a maximum of 80%.
