The European Union supports urban development measures and instruments that safeguard and maintain urban quality and create stable infrastructural conditions for future generations.

The prerequisite for funding is area-related integrated action concepts (IHK), which illustrate how closely economic development measures, for example, are linked to urban development measures and how they can enhance each other's impact.


Sonnenberg and Reitbahnviertel development areas

In the 2009-2014 funding period, the city of Chemnitz was once again able to support two urban neighbourhoods with ERDF funds. As inner-city residential areas, the Reitbahnviertel and Sonnenberg are also priorities for action according to the city's urban development concept (SEKo) until 2020, which were selected for funding due to their diverse problems.

The implementation of the integrated action plans for these areas with a network of urban development measures with urban ecology, better social facilities and offers for leisure and education and the strengthening of the local economy in the neighbourhood was supported with €7.85 million from the ERDF fund and a further €2.83 million in municipal funds.


The EU and the City of Chemnitz have supported a wide range of measures and projects with many committed organisations. Thanks to a neighbourhood management team acting as local caretakers, residents, property owners and businesses were involved in the development even more effectively and networks were established that will continue to work well together in the future. A funding period of 5 years would be too short to achieve all the objectives - but it is an important phase that has already had a major impact. Development backlogs have been reduced and the potential for further, sustainable improvement has been strengthened. In this way, a level has been reached that creates confidence in a good future.


In both assisted areas, social and economic stabilisation has led to a better perception both internally and externally. The increasing demand from investors and the influx of people into these areas are a good sign of this, as are new neighbourhood portals on the internet and new associations.


In 2008, the City of Chemnitz issued its own guidelines and city council resolution to promote the local economy among small companies as part of the integrated action plans for the Reitbahnviertel and Sonnenberg neighbourhoods.


Revitalisation of derelict areas

When revitalising brownfield sites, the funding policy focuses in particular on inner-city brownfield sites. The aim is to strengthen city centres and reduce land consumption and urban sprawl in the surrounding areas.

The funding in this area was allocated on the basis of the administrative regulation of the Saxon State Ministry of the Interior on the implementation and promotion of measures for sustainable urban development and the revitalisation of brownfield sites.for the implementation of the Operational Programme of the Free State of Saxony for the European Regional Development Fund in the 2007 - 2013 funding period (VwV-Stadtentwicklung 2007 - 2013) dated 20 May 2008. Brownfield programme of the Free State of Saxony

In 2009, the Free State of Saxony launched its own funding programme for the revitalisation of brownfield sites. This created the opportunity to remove brownfield sites that are no longer used due to structural change, military disarmament or the reorganisation of municipal areas. The grant was awarded up to a maximum of 90 per cent.
