Announcement for the 2025 federal election

Announcement on the right to inspect the electoral roll and the issue of polling cards for the election to the German Bundestag on 23 February 2025

1. the electoral roll for the Bundestag election for the electoral districts of the City of Chemnitz will be available for inspection by eligible voters in the postal voting centre BVZ I - Moritzhof, Bahnhofstraße 53, during the following hours from 3 February 2025 to 7 February 2025:

Monday, Wednesday 08:30 to 16:00,
Tuesday, Thursday 08:30 to 18:00,
Friday08:30 am to 12:00 pm.

The postal voting centre in BVZ I - Moritzhof, Bahnhofstraße 53 is barrier-free.

Every person entitled to vote can check the accuracy or completeness of their personal data entered in the electoral roll. If an authorised voter wishes to check the accuracy or completeness of the data of other persons entered in the voters' register, he or she must provide credible evidence of facts which may indicate that the voters' register is incorrect or incomplete. The right to verification does not apply to the data of eligible voters for whom a blocking notice has been entered in the register of residents pursuant to Section 51 (1) of the Federal Registration Act.

Only those who are entered in the voters' register or have a polling card may vote.

2. anyone who considers the voters' register to be incorrect or incomplete may lodge an objection with the postal voting office of the City of Chemnitz, BVZ I - Moritzhof, Bahnhofstraße 53, in the period from 3 February 2025 to 7 February 2025. The objection may be lodged in writing or by declaration for recording during the above opening hours (postal address: City of Chemnitz, electoral authority, 09106 Chemnitz).

3 Eligible voters who are entered in the electoral roll will receive a polling card by 2 February 2025 at the latest.

Anyone who has not received a voter's notification but believes they are entitled to vote must lodge an objection to the voters' register if they do not want to run the risk of not being able to exercise their right to vote.

Persons entitled to vote who are only entered in the voters' register on application and who have already applied for a polling card and postal voting documents do not receive a polling card.

4. anyone who has a polling card for the Bundestag election on 23 February 2025 may vote in this election in constituency 161 Chemnitz

• by casting their vote in any polling station (polling district) of this constituency or
• by postal vote

participate.

5. a polling card is issued upon application

5.1 a person entitled to vote who is entered in the voters' register,

5.2 an eligible voter not entered in the voters' register a) if he or she proves that, through no fault of his or her own, he or she missed the deadline for applying for entry in the voters' register pursuant to Section 18 paragraph 1 of the Federal Electoral Regulations (by 2 February 2025) or the deadline for lodging an objection against the voters' register pursuant to Section 22 paragraph 1 of the Federal Electoral Regulations (by 7 February 2025). February 2025), b) if their right to participate in the election did not arise until after expiry of the application period pursuant to Section 18 (1) of the Federal Electoral Regulations or the objection period pursuant to Section 22 (1) of the Federal Electoral Regulations, c) if their right to vote was determined in the objection procedure and the determination only came to the attention of the City of Chemnitz after the electoral roll was closed.

Eligible voters entered in the electoral roll may apply for a polling card up to 21 February 2025, 3:00 pm, at the City of Chemnitz postal voting office, BVZ I - Moritzhof, Bahnhofstraße 53, orally, but not by telephone, in writing (postal address: City of Chemnitz, postal voting office, Postfach 1161, 09070 Chemnitz) or in documentable electronic form (via online application form at www.chemnitz.de/briefwahl or by email: briefwahl@stadt-chemnitz.de).

In the event of demonstrably sudden illness that makes it impossible or unreasonably difficult to go to the polling station, the application can still be submitted up to 3 p.m. on election day.

If a person entitled to vote credibly affirms that he or she has not received the polling card applied for or has lost it, he or she may be issued a new polling card until 12.00 noon on the day before the election.

Eligible voters not entered in the voters' register may apply for a polling card for the reasons stated under 5.2, letters a) to c) up to 3.00 p.m. on the day of the election.

Anyone submitting the application on behalf of another person must prove that they are authorised to do so by submitting a written power of attorney. An eligible voter with a disability may use the assistance of another person to submit the application.

6. together with the polling card, the person entitled to vote receives

• an official ballot paper for the constituency,
• an official white ballot paper envelope,
• an official red ballot paper envelope labelled with the address to which the ballot letter is to be returned and
• an information sheet for postal voting.

It is only possible to collect the ballot paper and postal voting documents on behalf of another person if the authorisation to receive them is proven by submitting a written power of attorney and the authorised person does not represent more than four eligible voters; they must assure the municipal authority of this in writing before receiving the documents. Upon request, the authorised person must provide proof of identity.

Anyone who votes by postal ballot

• personally marks the ballot paper,
• places it in the official white ballot paper envelope and seals it,
• signs the affirmation in lieu of oath for postal voting, stating the date of signature,
• places the sealed ballot paper envelope and the ballot paper in the official red ballot paper envelope, seals it and
• and sends it to the address printed on the envelope.

A person entitled to vote who is unable to read or is prevented from casting their vote due to a disability may use the assistance of another person to cast their vote. The assistant must be aged 16 or over. Assistance is limited to technical assistance in expressing a voting decision made and expressed by the person entitled to vote. Assistance is not permitted if it is provided under improper influence, if it replaces or changes the self-determined decision of the person entitled to vote or if there is a conflict of interest on the part of the assistant. The assistant is obliged to maintain secrecy about the knowledge he or she has gained about the election of another person while providing assistance.

If the voter uses an assistant, the latter must confirm by signing the affirmation in lieu of an oath for postal voting that they have marked the ballot paper in accordance with the voter's declared wishes.

In the case of postal voting, the voter must send the ballot letter with the ballot paper and the ballot paper to the specified office in good time so that it arrives there by 6 p.m. on election day at the latest.

The postal ballot letters are sent free of charge within the Federal Republic of Germany without any special form of dispatch exclusively within the area of Deutsche Post AG. They can also be handed in at the place indicated on the ballot paper.
