Garage concept
The city council adopted a new garage concept on 14 June 2017. It provides for the allocation of 87 municipal garage properties with 20 or more garages into three categories. In addition, the usage fees for all users of municipal garage properties were increased to €80 per year plus a flat-rate service charge of €20 per garage parking space from 1 January 2018.
This result is to be recorded in contract addenda with all garage users of municipal properties this year.
In addition, a decision must be made by the city council in future before a change in the type of use or ownership of the facilities. Responsibility for this arises from the provisions of the main statutes of the City of Chemnitz. A preliminary referral is made to the Planning, Building and Environment Committee and the Administration and Finance Committee.
The categories of the concept
The urban development potential is essentially derived from the land use plan, development plans, framework plans and neighbourhood concepts. This inevitably means that use as a garage site cannot be permanent, but is limited in time depending on the realisation of the urban development or ecological objectives (e.g. flood protection concept). For users, this means that no fixed-term contracts can be concluded.
Category B - 18 locations with existing garage use
For these locations, the evaluation and assessment carried out on the basis of the existing urban planning conditions already indicates a long-term existence up to the consolidation of the location for permanent use as a garage location. For the garage communities (not the individual contractual users), this means that the existing usage contracts can be agreed for fixed terms of up to 10 years and, on condition that a legal entity is established, the garage community can purchase the property from the city at market value. There is also the possibility that the garage site could be sold to an investor who would allow the garage to remain in use, again with the involvement of the political decision-making bodies.
Category C - 19 locations with still uncertain development potential
It includes the analysed sites that have not been assigned to the other categories. However, it can be assumed that it will be possible to categorise these sites as either A or B in the next ten years. The respective development potential will only become clearer and emerge after further analyses, which will be carried out depending on the focus of the analysis. For users, this means that no fixed terms can be agreed depending on the outcome and before the investigations have been finalised. For the aforementioned reasons, these properties are also generally not available for sale at present. However, we reserve the right to make exceptional decisions on a case-by-case basis if there is a need for action with the involvement of the committee and the political decision-making bodies.
