Housing development area concept 2030 (residential housing sector)

At its meeting on 8 February 2023, the City Council confirmed the 2030 residential development concept. Many Chemnitz residents and future residents of the city would like to live in a detached or semi-detached house. The aim is therefore to provide sufficient space for housing in the city of Chemnitz and to strengthen Chemnitz's attractiveness as a residential city.

The residential development concept includes around 200 sites for the construction of detached and semi-detached houses and thus offers a wide range of options for individual housing requirements throughout the city. The residential development concept does not differentiate between rural, village-like areas and densely populated urban areas, as Chemnitz has 39 districts and localities, each of which has its own residential qualities.

The residential development area concept was created in the period from 2018 to 2022 and was accompanied by an intensive dialogue with stakeholders from local politics, advisory boards, citizens' representatives and specialist departments. The result is a city-wide strategic land use concept that takes up and develops the agreed urban development models in consensus with the current climate-ecological aspects.

Possible sites for the construction of detached and semi-detached houses were identified in a step-by-step process. The development goals for housing had to be considered in various facets. To this end, the city's residential development potential was analysed and evaluated. An area balance sheet was drawn up and fields of action, objectives and strategies for action were developed. At the same time, this residential development area concept is an "open concept" that can be used to react flexibly to changes. Monitoring from 2026 will provide an interim assessment of the development.

In addition to so-called hard location factors, such as the expansion of infrastructure, educational facilities and jobs, soft factors, such as high urban development quality, a good image and a functioning neighbourhood, are also decisive for a high level of residential attractiveness.

Improving and securing the residential environment through the functional and design quality of public spaces, streets and squares, as well as providing usable green and open spaces and making them interconnected and accessible, are municipal fields of action. These factors need to be further developed and improved.

The resolution defines the framework conditions and future working methods for monitoring the Chemnitz housing market - in relation to the single and two-family house sector - for the coming years. The approved residential development concept will also be incorporated as a specialised concept into the Integrated Urban Development Concept (INSEK), which is currently being developed.
