At its meeting on 15 June 2016, the city council adopted the urban development framework plan as the objective for the urban and open space development of the old railway site in Altendorf. This offers the opportunity to develop an attractive, green urban space in the medium to long term. The plan proposes to create a new part of the city with open spaces for public use and residential areas. The centrepiece is to be the Pleißenpark, which will be largely left in its natural state.

The abandonment and utilisation of the former railway station on Gutsweg in the Altendorf district and the Küchwald-Wüstenbrand railway line by Deutsche Bahn in 2011 provided the opportunity to initiate a sustainable, effective development of the derelict area in the context of Chemnitz's successful transformation from a traditional to a modern, liveable industrial city.

Based on an urban development framework plan drawn up in co-operation between the City of Chemnitz and Deutsche Bahn, the 10-hectare conversion area is to be developed in its urban structure together with the property owners and put to a meaningful new use.

The urban development framework plan is particularly suitable for presenting and communicating the objectives and planning ideas in a clear and comprehensible manner in order to prepare areas for housing, green spaces and environmentally significant functions in accordance with planning law as a preliminary stage of urban land-use planning.

Citizen participation

Starting at the end of 2014, the prospects for the Altendorf railway station site were discussed in public with local residents, owners, civil society stakeholders and citizens.

By organising a public participation process, the aim was to find committed local stakeholders and networks that would go beyond the informal process and contribute to the implementation.
