Specialised concepts

The SEKo 2020 comprises the specialist concepts of urban development and monument preservation, housing, business and science, tourism and leisure, retail and local supply, green and open spaces, transport - 2015 transport development plan, environment, social infrastructure and finance.

Urban development and monument preservation

The specialised concept of urban development and monument preservation deals with the cultural heritage of the city. The aim is to preserve a lively image of the architecture and way of life of bygone times and at the same time integrate it into the modern city.

The tasks of preserving and enhancing both historical ensembles and individual monuments of cultural and industrial history as well as protected parks and gardens are incorporated into the urban planning and monument preservation concept. The further strengthening of the city centre in its new architectural quality, the preservation of the Wilhelminian-style residential districts and the preservation of the diversity of the different settlement structures are the focus of the specialist concept.

Living

The aim of the specialist concept is to provide a balanced housing supply within the city by means of resource-conserving and sustainable urban development that counteracts the tendencies towards the segregation of population groups and the emergence of more or less homogeneous neighbourhoods.

The housing concept is aimed at stabilising the housing market with particular consideration of the city's structural model. By closely linking the attractive open spaces close to residential areas, the aim is to achieve a variety of uses that shape and enhance the different residential neighbourhoods.

Economy and science

The specialised concept of science and business plays a key role in the city's overall orientation and profiling. The aim of the economic and scientific concept is therefore to stabilise the city of Chemnitz as an attractive, technologically driven industrial location with a solid employment situation in the future, to further integrate the regional infrastructure network into economic development and to consolidate cooperation projects with neighbouring districts.

The challenges and key areas of action for economic growth in the city as a whole in the future lie in the qualified training of skilled labour and increased networking between business and science.

Tourism and leisure industry

The high number of business travellers to Chemnitz is evidence of the city's good economic situation. Consequently, business travellers are an important target group in the tourism sector. However, Chemnitz's nationally renowned cultural programme is also an important pillar of the city's appeal to tourists.

Building on the three unique selling points of business, culture and sport, the objectives of the tourism concept are to be geared towards these. Key areas of action include the expansion of the service sector, the establishment of a quality management system and the networking of various co-operation partners.

Retail and local supply

The city's retail structures are increasingly influenced by the changing composition of the population. It is to be expected that the volume of demand will decline throughout the city and that demand behaviour will change overall.

The specialised retail and local supply concept is intended to control not only the distribution of offers but also the size of sales areas. The aim is to ensure the widest possible distribution of local supply for accessibility of supply facilities on foot and to increase the importance of the city centre within the overall location structure.

Green and open space

The City of Chemnitz sees the urban structural green system as part of holistic urban planning. The urban ecological green concept is an important building block for developing an ecological and social network of areas in the city as a sustainable living space for residents.

The aim is to link the open space potential of the open countryside on the outskirts of the city with the green and open spaces within the built-up urban area, in particular the local recreation areas, the residential areas and the important parks, town squares and gardens. This green system represents the basic framework regardless of the respective time horizon and status of the urban redevelopment. These are permanent green spaces with different owners that form this network.

Transport

The city of Chemnitz has so far been characterised by a radially oriented main road network. The transport development concept aims to gradually restructure this into an efficient ring road system.

The aim is to ensure the functionality of the city-wide network and to expand the links between different transport systems. The mobility of all road users, the strengthening of urban and environmentally friendly transport organisations and the effective use of existing resources through maintenance and repair are at the forefront of future planning.

Environment

The issues of environmental protection and the objective of sustainable development are not only the subject of special ecological sectoral plans but also form part of the concepts for the development of the urban structure, transport, infrastructure and other concepts for urban development.

The specialist concept for the environment summarises the topics of energy and environmental protection, flood protection, air pollution control and noise protection as well as pipeline-related technical infrastructure.

Social infrastructure

In the social infrastructure field of action, the specialised plans for culture, sport, leisure, education and upbringing as well as health and social affairs are considered individually, taking into account the city's structural development goals.

The central task of social infrastructure is to enable every citizen of this city, from toddlers to senior citizens, regardless of their social and cultural background, to participate actively and competently in social life. The municipal educational landscape plays a key role in this.

Finances

The medium-term budget and financial planning provides a meaningful basis for financial development. The focus here is on the steady development of the city and prioritising the safeguarding of mandatory tasks.

By further improving the internal structure of the municipal budget, the aim is to maintain the city's long-term financial capacity so that, in addition to avoiding deficits, an appropriate net investment rate can also be generated in future.
