Chemnitz Model - Stage 4: Northern extension to Limbach-Oberfrohna
Line determination
On the basis of the City Council resolution B-132/2018 "Determinations of the City of Chemnitz for the planning of the Chemnitz Model Stage 4", a variant study is to be carried out to determine the route. The study area concerns the 3rd and 4th of 5 planned planning approval sections: from Bornaer Straße to the integration into the railway track to Limbach-Oberfrohna.
Due to the large number of urban concerns of the city of Chemnitz (including the Röhrsdorf district), the city of Limbach-Oberfrohna (including the Kändler district) and the municipality of Hartmannsdorf, it was agreed with the project sponsor Verkehrsverbund Mittelsachsen (VMS) that the city of Chemnitz would carry out the planning support for the line determination as part of the preliminary planning. The City of Chemnitz is to work closely with all parties involved.
The terms of reference for the invitation to tender for the planning contract were drawn up by the civil engineering department. The contract award has been finalised. The individual planning steps are currently being carried out.

The terms of reference for the tender for the planning contract were drawn up by the civil engineering department and agreed with all parties involved in the process. A consultation on this took place on 9 March 2020 in the Technical Town Hall. The political representatives of all city council groups, representatives of the city administration offices and the local councils of Wittgensdorf and Röhrsdorf as well as representatives of neighbouring municipalities and business representatives were invited.
The award procedure was carried out as planned. Four tenders were evaluated. The contract was awarded to VCDB VerkehrsConsult Dresden-Berlin GmbH on 6 August 2020. VCDB has engaged 2 further partners: Lots* Gesellschaft für verändernde Kommunikation mbH for the moderation and participation management and Grohmann Landschaftsachitektur-Büro Grohmann for the environmental planning services.
with all partners in the project and the constant provision of information to political representatives and the general public are given high priority. For this reason, a participation management programme was developed and commissioned.
The contractor VCDB VerkehrsConsult Dresdne-Berlin GmbH and its partner Lots* Gesellschaft für verändernde Kommunikation are responsible for most of the work steps (organisational and content-related preparation, implementation and follow-up of the events).
The kick-off meeting took place on 14 October 2020 in the event room of the city library as a face-to-face event under conditions imposed by the Corona Protection Ordinance. Representatives of the 3 working groups (WG1 - WG3) were invited to attend. At this event, the contractors introduced themselves and a first concrete exchange on the study area took place.
Due to the special situation of the corona pandemic in 2020/2021, all necessary meetings after the kick-off event were planned as video conferences. A suitable procedure for informing citizens is currently being coordinated and prepared.

Kick-off
kick-off consultation took place on 14 October 2020 in the event room of the city library as a face-to-face event under conditions imposed by the Corona Protection Ordinance. Representatives of the 3 working groups (WG 1-3) were invited to attend. At this event, the contractors introduced themselves and a first concrete exchange on the study area took place.
The presentation of work package 1 took place in the working groups (WG 1-3) on 26 November, 10 December and 16 December 2020 via video conferences. The basic assessment was presented. Five variants were identified, which, with sensible subsections, result in 10 route variants that are transferred to work package 2.
Starting in work package 1, discussions with utility companies, Deutsche Bahn AG, Autobahn GmbH and the project participants were continued in work package 2 in order to filter out the most viable route options.
The presentation of the planning status achieved took place on 15 April, 29 April and 6 May 2021 via video conference. With the aim of achieving a comparable, comprehensible evaluation of the 10 route variants, a structure with 4 perspectives was developed for the evaluation of stage 1 (rough assessment). Firstly, one perspective was assessed and then combined to form an overall assessment. The individual criteria were not prioritised so that the variants could be compared with each other without subjective influences. The advantages and disadvantages of each variant were determined in detail and discussed in the working groups.
Contrary to the task definition, it was decided to transfer 4 instead of 3 variants to work package 3, as these variants were close to each other in the evaluation. In addition, a further network element is to be included in the further consideration, as this is expected to provide better access to Leipziger Strasse in the Donauwörther Strasse area.
Work package 3 involved the detailed planning of the 4 best-placed variants from work package 2 as well as their evaluation and detailed comparison with each other. Furthermore, the possible routes between Bornaer Straße and the motorway, i.e. the tram route over the Bornaer Hang or along Leipziger Straße and Donauwörther Straße, were subjected to a direct comparison.
The presentation of the planning status achieved took place on 2 September, 14 September and 14 October 2021 via video conference in the 3 working groups (WG). In WG 3, the representatives of the political groups in the city council were also given the opportunity to be informed in detail.
As already started in WP 2 with the rough evaluation, the evaluation structure was also stringently continued in WP 3. However, the individual criteria were analysed in much greater detail and more precisely. The criteria were also deliberately not weighted in WP 3 so that the variants could be compared with each other without subjective influences. The advantages and disadvantages of each variant were determined in detail and discussed in the working groups. The aim is still to achieve a comparable, comprehensible assessment of the route variants.
In work package 4 (WP4), all work results were compiled and checked for plausibility. All information submitted for the project was checked and the results adjusted where necessary.
One focus of WP4 is the comparison of the two routing options between Bornaer Straße and the BAB 4 motorway, i.e. routing the tram via the Bornaer Hang or along Leipziger Straße and Donauwörther Straße. This was based on the results of WP 3, which were adapted again on the basis of comments received and new findings, and supplemented by a consideration of the impact of the tram on demand in this area.
Analysing the impact on demand is a decisive step in the comparison of the existing variants. The impact of the variants on the transport system is analysed here. If a high demand can be achieved and the modes of public transport, walking and cycling can be strengthened, this will in turn promote eco-mobility.
The presentation and discussion of the planning status achieved took place on 13 January 2022 with the participation of the project partners VMS, CVAG and the City of Chemnitz. The next steps were agreed here.
In working groups 2 and 3, the results of the work were presented via video conference on 3 March 2022. On this date, the representatives of the parliamentary groups in the city council were also able to obtain detailed information.
The City Council of Chemnitz approved the preferred options on 12 October 2022. The brochure summarises the entire planning process in compact form. It summarises the approach, planning partners and interim results as well as the approved preferred options.
Occasion:
The ZVMS in its function as the public transport authority for regional rail transport is the project sponsor for the Chemnitz model. In 2019, the necessary decisions were made for the next stage of the Chemnitz model from Chemnitz to Limbach-Oberfrohna (Chemnitz model, stage 4). The route will be planned, plan-approved and implemented in 5 sections.
The section analysed in the line determination process is the section of the overall route on which the largest number of line variants is possible. This is also where a large number of interests of neighbouring districts of both the city of Chemnitz and the city of Limbach-Oberfrohna meet.
The study of variants was carried out in advance of the actual VMS planning in order to be able to involve the extensive interest groups without the time pressure of ongoing planning. The aim of the study was to obtain a preferred variant for the Chemnitz model route that was politically acceptable to the majority, accepted by society as a whole and reliable in the subsequent planning approval procedure.
In order to provide comprehensive public information, information on the planning status achieved and the result of the planning has been and will continue to be provided here on an ongoing basis.
Current status:
On 12 October 2022, the City Council of the City of Chemnitz approved the preferred variants with the submission B-154/2022:
- In the northern section, between the BAB 4 motorway and the integration into the existing track to Limbach-Oberfrohna, variant 7 from the line study is considered the preferred variant.
- In the southern section, between the BAB 4 motorway and Bornaer Straße, the two route variants "Bornaer Hang" and "Leipziger/Donauwörther Straße" are regarded as preferable routes.
- These 3 route sections are recommended to VMS GmbH for further in-depth planning from service phase 2 (preliminary planning).

What happens next?
The administration will hand over all necessary documents from the line identification to the VMS for use in the further planning process. The specific project planning will be carried out by the VMS in accordance with City Council resolution B-210/2019.
The VMS is currently preparing the planning approval procedure for the 1st construction section of Theater-, Brücken-, Hartmannstraße and the award of the planning contract for the 2nd construction section of Leipziger Straße from Hartmannstraße to Wittgensdorfer Straße. Only then will the VMS invite tenders for the planning, which will take up and continue the results of the line identification.
In addition, an exhibition is being prepared that will provide an overview of the planning process and the results of the line identification. In the warmer months of the year, it will be possible to view the exhibition boards at selected points along the planned route.

Recording of the Citizens' Dialogue of 4 November 2021

On Thursday, 4 November, the City of Chemnitz presented the current status of the variant study to find a route for stage 4 of the Chemnitz model (northern extension to Limbach-Oberfrohna) at a public dialogue. The investigation area concerns the third and fourth of five planned planning approval sections: from Bornaer Straße to the connection to the railway track to Limbach-Oberfrohna.
Representatives of the City of Chemnitz, the commissioned planning offices, the Central Saxony Transport Association (VMS) and CVAG provided information about the project and answered questions. All citizens were invited to ask their questions about the project and share their suggestions and ideas.
Due to the coronavirus pandemic, the event was split into an in-person and an online part. Up to 40 people were able to attend live on site at the Carlowitz Congress Centre in Chemnitz in compliance with the current coronavirus measures.
At the same time, the event was broadcast live on Sachsen Fernsehen and here on chemnitz.de as a livestream.
